The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Office of Mental Health (OMH) is seeking a qualified candidate for the non-competitive policy position of Equal Opportunity Specialist 1, G-18, in the Office of Diversity & Inclusion. OMH’s Office of Diversity and Inclusion (ODI) works to oversee diversity, equity and inclusion within OMH’s workforce and within all service delivery systems for the treatment of mental illness. Specific duties to be performed include, but are not limited to, the following:

Aid in the coordination of the implementation of diversity and inclusion programs as well as equal opportunity initiatives using inclusive terminology in program and service delivery.

Aid in working to promote policies, objectives, and implementation strategies in accordance with statewide objectives for the employment of minorities, women, lesbian, gay, bisexual, and transgender (LGBTQIA ) individuals, disabled persons, and veterans.

Aid in the formation of effective, coordinated strategies for diversity and inclusion in order to protect and promote diversity, inclusion and equal opportunity in the OMH’s workforce in accordance with the requirements of the New York State Human Rights Law, Title VII of the Federal Civil Rights Act, the Americans with Disabilities Act, and all applicable requirements of New York state and federal law.

Assist in the dissemination of Agency goals and objectives.

Aid in the facilitation of stakeholder groups specific to promoting diversity and inclusion.

Gather, analyze, and prepare data and reports regarding the statewide implementation of new diversity and inclusion programs, procedures, policies, training activities, and strategies designed to attain a diverse, culturally competent workforce representative of the people served by OMH.

Engage with OMH Psychiatric Center staff, Field Office staff, OMH licensed programs, and community members to collect feedback on program and service delivery.

Establish baseline data for diversity and inclusion activities and elements and create measurements and tracking tools for the collection and dissemination of data collected.

Communicate internal and observational data with OMH executives and stakeholders.

Provide employees with tools for recognizing and managing workplace diversity issues.

The minimum qualifications required for this vacancy. Minimum Qualifications Non-Competitive Appointment:
Candidates must have six years of the qualifying experience in equal opportunity, diversity and inclusion or human rights.

Qualifying experience includes working with organizations concerned with equal opportunity, diversity and inclusion, civil rights, minority business development, or similar programs; or in recruiting, training, and upgrading the educational and job qualifications of protected class members.

Substitutions: associate’s degree may substitute for two years of the non-supervisory experience; bachelor’s degree for four years; and J.D. or master’s degree for five years.
