The duties that the incumbent of the vacancy will be expected to perform. Duties Description Reporting to the Executive Deputy Director of the Division of Homeland Security and Emergency Services, the Director of the Homeland Security Training Facility leads all aspects of programmatic development, course delivery, and operational management of the State Preparedness Training Center (SPTC). This role ensures the SPTC provides world-class training to diverse emergency responder communities. Key responsibilities include, but are not limited to: · Staff and Resource Management: Overseeing SPTC personnel, equipment, and resources to facilitate exceptional training.· Strategic Planning and Operations: Developing and implementing comprehensive plans for staffing, equipment, security, and overall Center operations, aligning with Division and New York State policies.· Program Development: Directing training needs assessments, curriculum development, and the delivery of residential and mobile courses, ensuring alignment with executive goals.· Instructional Excellence: Ensuring high-quality instruction through the selection and management of qualified instructors, role players, and support staff.· Marketing and Public Relations: Collaborating with the Division's Public Information Office and Executive team to develop and execute marketing and PR strategies for the Center.· External Partnerships and Financial Management: Coordinating the use of the Center by state and non-state entities, managing the programmatic development team, preparing the annual budget, and overseeing all administrative operations.· Operational Flexibility: May be required to work overtime, including nights and weekends, as dictated by operational needs.

Minimum Qualifications TRANSFER: Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position for transfer under Section 52.6 as appropriate of the Civil Service Law. 52.7 NON-COMPETITIVE PROMOTION: In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a permanent New York State Division of Homeland Security and Emergency Services employee and must have at least one year of permanent, contingent-permanent, or 55b/c service as a Homeland Security Training Facility Assistant Director and must not have failed the last two holdings of the promotion examination for the title listed above.PROVISIONAL PENDING EXAM: If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list to be considered for permanent appointment to the position.
