The duties that the incumbent of the vacancy will be expected to perform. Duties Description The incumbent of this position will report to the Field Response Unit within the Office of Emergency Management. Duties include but are not limited to the following: - Support Emergency operations during times of emergency and disaster from the State Emergency Operations Center, State field offices, and/or county or local deployments. - Support Region I Field Staff in day to day activities and other initiatives as required. - Obtain program-specific and National Incident Management System (NIMS) training to enhance existing skills. - Coordinate and collaborate with public and private sector stakeholders and other organizations that support the State's disaster planning and preparedness efforts. - Identify and establish administrative priorities within assigned programs. - Assist with the development of policies and procedures for Field Operations. - Attend, coordinate, and assist with instructing training courses related to emergency planning and preparedness. - Support program efforts for assisting state and local agencies in emergency plan development. - Assist with special section initiatives and projects as required. - Other duties as assigned. - Travel will be required as needed, up to 50%.

The minimum qualifications required for this vacancy. Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are: Six years of emergency management experience* as listed below.Substitutions with a degree in a related field** as listed below: •An associate degree in a related field can substitute for two years of specialized experience;•A bachelor's in a related field degree can substitute for four years of experience; •A master's degree in a related field can substitute for five years of experience; •A doctorate in a related field can substitute for six years of experience.*Qualifying experience: ·Coordination and implementation of emergency management and disaster preparedness programs.·Preparation or modification of disaster plans.·Preparation, modification, presentation of disaster educational training and/or exercises.·Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.·Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.·Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional PlanningREASSIGNMENT/TRANSFERCurrent New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.NOTE: Employees on the Civil Service eligible list will be considered. If you are on the eligible list and not reachable, you may be eligible for another appointment method. Additional comments regarding the vacancy. Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties. This position is eligible for location pay of $4,000. ***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
