The duties that the incumbent of the vacancy will be expected to perform. Duties Description The Assistant Director of Support Services reports directly to the Bureau Director of Support Services within the Office of General Services (OGS). This position administers, supervises, coordinates, and directs a wide variety of support services operations for the State. Included are the following programs within the portfolio of this position: • Central Printing Services • Mail & Freight Services • Dockmaster Office• Screening Room • Food Distribution Program • State and Federal Surplus Property Program • Consolidated Warehousing & Distribution OperationsDuties include but are not limited to: • Serve as the assistant statewide authority for printing services, mail operations, freight and delivery operations, mail security, food commodity storage and distribution, surplus property processing, warehousing, and logistics. • Participate in the development of annual budget requests and fiscal projections for use in the preparation of the program budget request.• Lead a data-driven team by analyzing data and metrics, managing analytical workflows, and fostering a collaborative, data-centric culture. Key responsibilities include guiding technical projects, mentoring team members, aligning data initiatives with business goals, and translating complex data into actionable insights for senior stakeholders.• Direct and prioritize workflow based on customer needs, service level agreements and strategic priorities.• Participate in the agency internal controls program through the review and critique of annual testing submissions and vulnerability assessments.• Oversee the development and implementation of production control policies and procedures governing inventory, storage, and shipping to ensure that client requirements are consistently met.• Review operations to maximize storage and distribution efficiency and minimize related costs.• Prepare budget recommendations to operate and maintain physical facility maintenance and rehabilitation.• Provide management support to the team tasked with acquisition of surplus property from the Federal Government for fair and equitable transfer to authorized organizations to be used for public purposes.• Provide management support to the team tasked with overseeing the repurposing of state surplus property (both vehicles and personal property) for interagency transfer, or by generating the most revenue practicable through on-line sales.• Participate in the consolidation of state agency warehouses and storage locations. • Evaluate the effectiveness of all programs, establish performance standards and criteria, and recommend improvements.• Evaluate new service requests and resolve service discrepancies.• Formulate and disseminate new policies and procedures.• Oversee the preparation of contracts, letters of intent and letters of agreement concerning any area of jurisdiction of the Support Services Operations Bureau with private companies, other state or local government bodies, and organizations representing state employees.• Represent and conduct special projects for executive staff.• Perform the full range of administrative supervisory responsibilities.• Occasional travel may be required.

The minimum qualifications required for this vacancy. Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to a M-2/SG-27 or above and eligible for transfer under Section 52.6 of the Civil Service Law.ORProvisional Pending Examination (Open Competitive): At least 10 years of experience planning, directing, and coordinating the storage and distribution of physical products and materials in a warehouse, product distribution center, or mail distribution center. At least three years of this experience must have included direct supervision of warehouse, product distribution, or mail distribution center staff; OR one year must have been at a managerial level. An associate degree may substitute for two (2) years of experience; a bachelor’s degree may substitute for four (4) years of experience; a master's degree may substitute for five (5) years of experience; a J.D. may substitute for six (6) years of experience; and a Ph.D. may substitute for seven (7) years.Candidates interested in provisional appointment will be required to take the New York State Department of Civil Service exam for this position.
