What are the responsibilities and job description for the Project Manager 1 - NY HELPS position at State of New York - Environmental Conservation, Department of?
Duties include:
- Utilize project management skills to initiate, execute and close projects in a timely manner, including project management deliverables such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans, as well as managing a multiple project portfolio.
- Strong ability to manage concurrent projects.
- Document project process and project with project management tools, such as developing clear and concise project reporting, summaries, graphics and presentations, maintaining communication with project teams and stakeholders in a hybrid work environment, and assessing progress blockers and risks impacting project objectives on time deliverables.
- Understand and apply the DEC Mission, Vision, Values and Priorities to project objectives and management to align project outcome contributions to team’s strategic goals.
- Gain and maintain understanding of organizational structure, functions, and services/outputs of DEC’s various Divisions, Offices, Regions and other programs/initiatives to serve as foundational knowledge for intra-agency team-based efforts and projects that are external to SPPMO.
- Assist and/or manage DEC policy revision projects (as needed), facilitating multi-program, interdisciplinary teams resulting in team-produced updated and new policies.
- Partner with colleagues to update the team policy revision scope of work for facilitation of policy projects.
- Identifying, assessing, and monitoring risks with a risk register and mitigation plans.
- Serve as project manager for DEC’s Internal Control (IC) system including annual IC Review process, track findings, ongoing Corrective Action Plan (CAP) monitoring and IC application updated; participate on a project improvement team, become the subject matter expert on this topic and assist IC Coordinator with implementing improvements and coordinating agencywide communications.
- Serve as project manager or assist with project management on projects involving analysis of Departments, Regions and Offices across New York State to align strategic factors or process improvements.
- Conduct collection, analysis, interpretation and graphical representation of quantitative and qualitative data, and develop findings based on those analyses involving DEC planning and status for various Department strategic matters.
- Skilled in building continuity and contingency plans.
- Collaborate with SPPMO colleagues to expand SPPMO profile as primary Department experts and resources for policy revision teams, project management, strategic planning, process improvement, and team facilitation.
- Strong skills in data analysis and building dashboards to align agency plans to leadership priorities for DEC-wide collaboration.
- Ability to use Microsoft products, including Teams and SharePoint preferred.
- Coordinate projects requiring Department-wide input for certain DEC Executive matters, such as State of the State initiatives implementation progress.
- Manage DEC leadership meeting logistics and resources, updating logistics and resources checklist and plan, and overseeing support staff conduct of logistics steps.
- Comfortable presenting status reports to executives and leadership team members.
- Clear writing for executive summaries, briefings and reports.
- Concise verbal communication skills, along with strong ability to listen thoroughly to understand complex information to execute for success.
- Eager to learn and ask questions.
- Other related duties as assigned.
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 11 or higher and either:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below, or one year of permanent competitive service in a title deemed eligible for transfer under Section 70.1
or
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.
NYHELPS Min Quals:
Six years of experience years of experience in project management which must have included planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
