The duties that the incumbent of the vacancy will be expected to perform. Duties Description Provide executive-level oversight of New York State’s regulated child care system, including supervision of seven regional offices, oversight of contracted agencies, and direction of provider-focused training, monitoring, and quality initiatives to ensure consistent implementation of regulatory standards statewide.Represent the Deputy Commissioner and Division leadership in high-level meetings with OCFS executive staff, the Governor’s Office, Division of the Budget, the NYC Department of Health and Mental Hygiene, state and local agencies, advocacy organizations, and public and private stakeholders, as necessary.Ensure compliance with all aspects of the federal Child Care and Development Block Grant (CCDBG) requirements and related guidance. Provide strategic policy leadership across all Division functions, including development of regulatory amendments, statutory proposals, operational guidance, and cross-agency policy initiatives designed to strengthen health & safety.Direct preparation and review of federal reports, state legislative reports, executive briefings, audit responses, and formal inquiries from internal and external stakeholders to ensure accuracy, timeliness, and alignment with Division priorities.Ensure that the Deputy Commissioner and Commissioner are proactively advised of emerging risks, compliance concerns, operational challenges, and stakeholder issues, and provide actionable recommendations to address identified concerns.Exercise full operational oversight of the Division of Child Care Services in the absence of the Deputy Commissioner, ensuring continuity of leadership, decision-making, and regulatory oversight.Lead priority initiatives and cross-functional projects as assigned by the Deputy Commissioner, including technology system modernization efforts, regulatory review initiatives, and strategic improvements to provider oversight and support.Facilitate high-level coordination meetings, stakeholder engagements.

The minimum qualifications required for this vacancy. Minimum Qualifications Bachelor’s degree in public administration, public policy, women’s or gender studies, social work or a related field. In addition, eight years’ experience must have been gained in the overall management administration of a federal or state-level program or large-scale and complex initiative in the human services fields. Specific background or experience in early childhood education policy, data, and/or direct services is preferred. Individuals with previous experience in a leadership role with community-based organizing and community outreach encouraged to apply.

Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees. 2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees. 3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
