Why does the job exist?
A non-certified UNDERFILL position is a position that is available to applicants who are currently not certified law enforcement officers but have the qualifications to attend the Law Enforcement Academy to become a certified law enforcement officer.
This position is assigned to Ute Lake State Park. The park ranger serves the agency mission by enforcing park rules, regulations, and laws and ensuring the safety of visitors and protection of park resources. The ranger provides customer service assisting park visitors through selling permits, providing information, and maintaining order in the park. Additionally, this position assists with supervision of seasonal and volunteer positions. State Park Law Enforcement (LE) Ranger's work to patrol and manage New Mexico State Parks and the resources within, to include ensuring the preservation and regulation of outdoor recreational activities and natural resources. Park LE Rangers have full law enforcement authority within New Mexico State Parks and are charged with keeping the peace therein. Law enforcement authority also includes statewide jurisdiction and primary enforcement of the Boat Act.
How does it get done?
This position is responsible for assisting visitors, enforcing state laws, ensuring the grounds and facilities are clean and safe for enjoyable recreation and overseeing the park trail/interpretive and volunteer programming. This will include law enforcement duties to include regular patrol of campground facilities and navigable waters in the area ensuring compliance with park rules/regulations and state boating laws. This position is responsible for general supervision, training and assigning jobs of seasonal and park volunteers. The position will monitor park operations while performing general functions of park administration, fee enhancement, related law enforcement. This position is responsible for the recreational boating safety program, and that it is benefiting boaters and other park visitors. This position shall enforce the New Mexico Boat Act by providing vessel safety inspections, assisting boaters on the water and enforcement of park rules and regulations. This position must also maintain boating/park facilities, grounds and equipment. This position will present the Boat New Mexico Course to educate boaters on the basics of safe boating within adjacent communities, schools, military bases, etc. This position will also be responsible for providing hands on training for other officers during MEO classes, monitor their development and provide additional training as needed. This position will submit data for monthly and annual reporting regarding the boating program and the United States Coast Guard grant requirements. Required courses must be completed in order to obtain certification(s) to become an instructor for teaching the New Mexico Boating Course and other water related safety courses.

Minimum Qualification
High School diploma or equivalency and one (1) year of experience in parks and recreation management, natural resources, biology, environmental sciences, forestry, criminal justice, and/or wildlife management. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling one (1) year may substitute for the required experience. Must be certified NM peace officer or obtain Law Enforcement Certification as set forth in Section 29-7-6 NMSA 1978 within one (1) year of hire.
Employment Requirements
Incumbent must submit to and pass an extensive background investigation and the prescribed physical fitness, medical and psychological examinations as determined by the NM Law Enforcement Academy (Academy) prior to entering the Academy and successfully complete the Academy and obtain a Peace Officer Certification as set forth in Section 29-7-6 NMSA 1978 within one (1) year of hire or be eligible for certification by waiver of previous training in accordance with provisions of Section 29-1-10 NMSA 1978. As a safety sensitive law enforcement position, incumbent will be subject to pre-employment, random, and reasonable suspicion drug testing.
This position is a Law Enforcement position and requires the incumbent to be in optimum physical condition. Lifting, bending, standing running, are above average. This position is placed in strenuous situations where physical strength may be necessary to restrain or stop criminal activity. This position works outdoors 70% of the time and is exposed to machinery, adverse weather conditions, and some travel. This position is also administrative. The use of various hand and power tools is required on occasion. Requires working inside and outside, occasionally in adverse weather conditions, extreme cold or heat, for extended periods of time. Due to the nature of park and region work, there is a risk of injury, animal or insect bites, and exposure to infection, dust, allergens, chemicals, and petroleum products. Shift work is required on weekends, holidays and during events held at the park or at another site. Emergency situations may arise requiring extended hours of work or return to work after normal hours. Sitting at a desk or computer workstation is essential.
