Why does the job exist?
The Executive Manager, Financial Analysis will:
Provide oversight and support for the Budget Planning and Reporting Bureau (BPRP);
Manage all financial related matters for Medical Assistance Division (MAD);
Manage a significate budget and direct oversight of all financial planning, operations, and related activities;
Oversee financial forecasting, budget planning and development, financial analysis of expenditures and revenue, statistical reporting and evaluation of current and future Medicaid program costs;
Submit accurate and timely federal financial reporting, review actuarial analysis, review and analyze health care provider cost reports, participate in risk-based health plan rate development with actuaries, improve processes and procedures, and negotiate multi-million-dollar contracts;
Develop strategic goals and objectives, advise the Division Director on all aspects of budgetary financial matters;
Facilitate meetings and represent the department and division in various settings.

The Executive Manager, Financial Analysis is responsible for:
Directing and monitoring the activities of assigned bureaus including monitoring the development and implementation of policies and procedures, budget planning, allocation of resources, and establishing goals;
Facilitating meetings for establishing and developing Medicaid and healthcare programs including setting goals, timelines and anticipating setbacks that could delay or negatively impact the expected outcome;
Participating in legislative activities that include presenting programs and policies to legislators and reviewing and approving bill analysis during legislative sessions;
Interpreting federal legislation and state implications to legislators and the general public;
Representing Medical Assistance Division (MAD) at national meetings regarding initiatives.

Minimum Qualification
Master's Degree in business administration, accounting, finance, auditing or related field and ten (10) years of experience in accounting, business administration, public administration, finance, or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling sixteen (16) years may substitute for the required education and experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid driver's license.
Must obtain a Defensive driving certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting. Must be able to lift 25lbs.
