Why does the job exist?

This Water Resources Professional II will be responsible for overseeing acequia construction projects to include reviewing and approving the proposed construction projects and construction bids; overseeing and coordinating construction; organization and maintenance of project files; and providing high-level engineering guidance on all phases of the project and ensuring all projects are in compliance with both federal and state requirements. This position will provide guidance to staff necessary to successfully accomplish the required engineering, contracting, and administrative workload.
How does it get done?

This position will:
1. Under the direction of the supervisor, oversee Acequia Construction Projects: Review and approve proposed construction projects, plans and specifications for irrigation systems. Review and approve all construction bid proposals. Oversee and coordinate construction projects and provide high-level engineering guidance as needed. Inspect and certify completion of construction activities including performing site inspections. Ensure projects meet the requirements of federal and state agencies as they relate to the projects.

2. Coordinate Acequia Loan Construction Program: Determine eligibility of acequias by researching bylaws and coordinating with the OSE/ISC legal departments and the Water Rights Division. Review and approve all qualifying documentation submitted by acequia water users and community ditch associations. Prepare and review legal documents, correspondence and accounting reports for state grants and loans for funding of irrigation systems and construction projects. Drafting of contracts and agreements; contracts and loans with individual acequias. Management of all project participation agreements and project documentation files. Provide an accurate and complete accounting of all funds.

3. Coordinate Acequia Capital Projects: Prepare and administer cost sharing agreements, loans and contracts. Aid in the determination of cost estimates for rebuilding damaged structures. Administration of all accounting records and ensuring that all federal, state and OSE/ISC rules and regulation are adhered to. Review legislative bills for the State Engineer and provide in-depth analysis. Coordinate with acequias water users, community ditch associations and legislators on projects.

4. Public Information and Presentations: Create, schedule, and conduct Acequia Program presentations to explain governmental funding, application requirements for loans and grants and to keep the public informed of completed and ongoing projects. Act on the ISC's behalf as the liaison between the ISC and the NM State Acequia Commission. Confer and correspond with acequia water users, engineering consultants and general public regarding OSE/ISC rules and regulations for ditch projects. Represent the ISC at seminars, workshops and conferences to provide general information on the Acequia Rehabilitation Program.

Minimum Qualification

Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science, Emergency Management, or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.
Employment Requirements

Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
Working Conditions

This position works in an office setting, exposure to Visual/Video Display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. It will be required to travel and drive a state vehicle to different sites for meetings, presentations and field work.
