The State of New Hampshire, Department of Military Affairs and Veterans Services has a full-time vacancy for Plans and Programs Supervisor.

Summary:

Manages and oversees the Plans and Programs Section, to include supervision of technical/professional staff and oversight of the State’s execution of the Cooperative Agreement 1001, related to the Plans and Programs Section for the Department of Military Affairs & Veterans Services (DMAVS) and the NH Army National Guard (NHARNG). Develops comprehensive plans and programs for use of land and physical facilities. Responsible for the development, coordination and maintenance of a statewide Comprehensive Real Property Development Plan, Infrastructure Requirements Program, and Capital Investment Program.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.

MINIMUM QUALIFICATIONS:

Education/Experience: Bachelor's degree and 4.5 years of experience OR equivalent combination of 8.5 years of education and experience after completion of high school. Education and experience must be in economics, geography, government, law, business or public administration, engineering, architecture, resources management, natural resources planning, environmental science, environmental law, community or economic development, urban or municipal planning, construction management, or related field.

License/Certification: Valid driver’s license

  • Must pass a State Police records check
  • Must be willing to travel out of state for up to one week periodically to attend training and conferences

PREFERRED QUALIFICATIONS:American Institute of Certified Planner (AICP) is preferred.

AFTER-HIRE REQUIREMENTS:Must pass a National Agency Check (NAC) to obtain a Common Access Card (CAC) used in the performance of assigned work duties within 12 months of hire and be eligible for renewal as a condition of employment.

When applicable, the work of an employee in trainee status in this position shall be overseen by a fully qualified individual. An employee in trainee status shall meet the minimum qualifications within the period of time specified on the SJD, not to exceed one year of being hired into this position.

Responsibilities:

Manages and oversees the Plans and Programs Section, to include the technical performance of planning activities, database management to include CAD/GIS, record control, real property management and inspections. Supervises technical/professional staff, to include developing procedures, prioritizing work, conducting training, preparing and conducting performance appraisals, approving leave requests and timesheets, and recommending and participating in personnel actions.

Serves as Master Planner and develops and maintains the State’s Real Property Master Plan. Analyzes Master Plan for compliance with Department of Defense, and state military goals and objectives to enhance the Adjutant General’s vision. Evaluates, plans and implements alternative solutions, as needed, and evaluates results.

Designs, promotes and administers long- and short-range infrastructure plans for DMAVS and NHARNG. Serves as Subject Matter Expert (SME) for Planning and Programming functions within the Construction and Facility Management Office (CFMO). Travels periodically throughout the year, of up to a week in or out of state, to attend National Guard Bureau sponsored or supported training events.

Prepares reports using statistics, charts and graphs to illustrate planning studies in areas such as population, land use, or compatible uses. Prepares programming documentation and reports for construction projects on DD Form 1390/1391, DA Form 420R, and Facility Management Budget Tools (FMBT). Uses land use data and demographic analysis for Capital Improvement Program forecasting. Prepares and recommends the biennial State Capital Budget to align state budget with the NHARNG’s Capital Investment Strategy and submits to the Construction and Facilities Management Officer.

Conducts field investigations, surveys, impact studies or other research to compile and analyze data on economic, social, regulatory, or physical factors affecting land use. Ensures Infrastructure plans align with National Defense Strategy and State Homeland Security All Hazards Plans.

Maintains and updates various NHARNG planning, analysis, and real property development databases and evaluates proposals for infrastructure projects in compliance with state and federal regulatory requirements. Keeps informed about economic or legal issues involved in building codes, or environmental regulations. Determines the effects of regulatory limitations on land use projects.

Conducts space analysis calculations to evaluate current and proposed stationing of Army units and make recommendations to CFMO. Coordinates with Force Integration Readiness Officer the preparation of annual stationing changes and population estimates for future force structure as required which serves as a basis for award of MILCON. Manages and analyzes the NHARNG Army Stationing and Installation Plan (ASIP) database.

Meets with representatives from National Guard Bureau (NGB), DMAVS, NHARNG, Division of Public Works, Department of Environmental Services, local communities, and architects to gather and present information on DMAVS real property plans, programs, and projects. Makes formal oral presentations to communicate information on facilities plans.

Prepares, maintains and updates files and records, including land use data and statistics. Assures that all applicable codes are complied with to include the International Building Code, National Fire Protection Association, Americans with Disabilities Act (ADA), environmental regulations, and other state, federal, and local regulations. Incorporates laws with National Guard operational requirements and engineering and facilities data when planning existing and future facility improvement and development.
