The Position
Management Analysts conduct a variety of studies, research and analysis of management and administrative areas such as budgeting and financial analysis; departmental operations; legislative analysis; management research; and statistical and informational analysis.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.
The Nevada Department of Veterans Services is recruiting for a Management Analyst 2, Grants and Contracts position geographically located in Reno. Under the supervision of the Management Analyst 3, the position is responsible for assisting with all aspects of grants and contracts. The successful incumbent will create department contracts; develop and implement record keeping systems; facilitate the Request for Proposal (RFP) process; manage and communicate statistical information, budgetary reports and presentations regarding programs to ensure compliance; develop strategies to ensure accuracy of data, grants and contracts; provide oversight on procurement policies & procedures and contractual agreements; oversee Master Service Agreements (MSA), grants, and lease agreements; conduct budget development and preparation; create reports pertaining to grants, contracts, lease agreements, quality management statistics and budget performance indicators. The position will assist with pre-award, post-award, and close out process for all federal, state, foundational, and other department grants. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and two years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures; OR graduation from high school or equivalent education and four years of professional experience as described above; OR one year of experience as a Management Analyst I in Nevada State service; OR an equivalent combination of education and experience as described above.
Special Requirements
This position requires a State of Nevada/FBI fingerprint-based background check as a condition of appointment and as condition of continuing employment.

Grant experience to include pre-award, award, and post-award, including closeout.
Overview of experience with State contract compliance and oversight.
