The Bureau of Data Modernization and Interoperability is modernizing Missouri’s public health data systems, and we’re looking for a motivated professional to help lead this work. With a strong focus on immunization data, you’ll streamline statewide health data reporting, guide a team that onboards new data sharing partners, and serve as our HL7 onboarding expert. This role also includes project management responsibilities, ensuring key modernization initiatives move forward on time and in coordination with internal and external partners. Your work with immunization data will directly enable faster public health response, strengthen outbreak prevention, and improve insights into vaccine coverage.

The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

  • Lead and manage immunization provider onboarding operations and data modernization projects across the full project lifecycle, ensuring compliance with policies and standards.
  • Oversee onboarding of new reporters, including HL7 message review, validation, troubleshooting, and configuration of system connectivity for production reporting.
  • Serve as the technical escalation point for complex interoperability, data quality, and HL7 structure/content issues while supporting and mentoring the onboarding team.
  • Monitor system performance, data quality, provider connections, and operational workflows, implementing process improvements, standard operating procedures (SOPs), and ongoing team training.
  • Develop SQL queries and data tools to support validation, reporting, and provider feedback, while collaborating with internal teams, vendors, and intermediaries on system enhancements.
  • Support data governance, security best practices (including NIST frameworks), and cross-cutting informatics activities to ensure accurate reporting, compliance, and high-quality immunization data.

Minimum Qualifications:

  • Bachelor’s degree and 4-6 years of relevant experience and/or appropriate certification.
  • Basic knowledge of statistical software (R, SPSS, SAS, SQL etc.), and ability to effectively use data querying tools.
  • Basic understanding of health data standards, including HL7 messaging, LOINC laboratory and clinical codes, and SNOMED medical terminology used in electronic health systems and data exchange (preferred, but not required).
  • Project management experience or the willingness to learn is highly desirable.
  • Highly organized and detail oriented with excellent communication skills (both written and verbal)
