The Regional Office Human Resources team seeks a Human Resource Specialist with the Division of Developmental Disabilities (DDD). This position can be domiciled in Columbia or Jefferson City, will be responsible for a state-wide caseload.

Role Description
Implement all human resource policies and procedures while adhering to Federal and State law. Responsibilities include FMLA, ADA, Worker’s Compensation, discipline, grievances, investigations, and trainings as needed which could include NEO and supervisor trainings.
Job Duties
- Oversee a caseload of 100 supervisors and employees to provide consultation and advice.
- Position management for the assigned teams. This includes completing position description questionnaires for position reclassification request, budget sheets for request of salary changes, and collaborating with Directors regarding vacancies and backfills of those vacancies.
- Support supervisors with adherence of Federal and State laws, CSRs, and Department Operating Regulations and Guidelines. Provide consultation and advice to supervisors and employees related to timekeeping, coaching, mentoring, discipline, grievances and benefits.
- Facilitate the interactive process for FMLA and ADA. This includes reviewing documentation received from medical providers and collaborating with employees and supervisor when making determinations. Create FMLA and ADA notification letters of approval, denial, or needing more information.
- Facilitate the worker’s Compensation. Preparation and filing of Worker Compensation claims as necessary. Assist the employee and CARO Representative with obtaining documentation. Track worker’s compensation.
- Recruitment planning for hard to fill positions for assigned caseload.
- Conduct new employee orientation and other training programs.
- Lead and assist special projects as needed.
- Work collaboratively with Human Resource Manager, Human Resource Specialists, and DMH Human Resources to create and revise human resource policy recommendations and procedures.
- Investigate and complete investigatory reports for internal administrative investigations.
- Back up RO Human Resource Specialists for FMLA, ADA, Worker’s Compensation, etc. as needed.
- Travel to facilities/locations -- 20% - 30% annual travel may be required for in-person meetings, trainings, and events.
- Seven to eight years of Human Resources experience or a bachelor’s degree with four years of experience in a Human Resources.
- Knowledge of federal and state laws, rules and regulations, and policies and procedures as applied to human resources areas and programs.
- Ability to work independently, communicate effectively and establish and maintain positive relationships with team members across multiple locations.
- Strong attention to details and experience reviewing records for accuracy; commitment to quality work products.
- Strong written and verbal communication and interpersonal skills.
- Knowledge of and ability to conduct sensitive and complex employee relations investigations.
- Ability to research and evaluate information and make determinations/recommendations.
- Ability to effectively manage stressful and adverse situations.
- Ability to exercise discretion and confidentiality in performance of duties.
- Effective critical thinking and problem-solving skills.
- Excellent analytical skills.
