This position will also assist the Grants & Cost Allocation Unit Manager with special projects and other duties as assigned.

- Responsible for reviewing and analyzing the financial and statistical data gathered from various sources and systems such as SAMII, MOBIUS, and WebFOCUS.
- Responsible for ensuring the Non-Medicaid Reporting section maintains a highly organized and accurate audit trail to support expenditures claimed for federal reimbursement. Responsibility also includes accurate and timely state and federal audit resolution.
- Responsible for programming and accurate processing of Department’s cost allocation program to ensure compliance with federal requirements, regulations and the Department’s Public Assistance Cost Allocation Plan (PACAP).
- Responsible for working with Cost Allocation Manager to complete quarterly review of the Department’s PACAP to ensure compliance with OMB Guidance.
- Responsible for monitoring expenditures based on state appropriations and federal allocations and analyzing department wide federal earnings.
- Responsible for reviewing federal legislation, state legislation, state plan amendments (SPAs), advanced planning documents (APDs), and other as applicable for impact to processes and claiming.
- Responsible for analyzing expenditures and identifying unanticipated circumstances or new trends to support estimates and projections.
- Responsible for ensuring the Non-Medicaid Reporting section maintains current operating manuals and Standard Operating Procedures to document changes and ensure best practices.
- Responsible for serving as fiscal liaison for Grants Unit attending meetings and responding to inquiries and issues impacting federal financial participation.
- Supervisory duties, including recruitment, training and directing work, reviewing performance and ensuring compliance with rules, policies, and procedures.

- Ability to understand and apply state and federal policies, rules, and procedures of grant reporting and claiming.
- Ability to organize information, manage time and effectively prioritize multiple deadlines.
- Establish and maintain effective professional relationships across all agencies.
- Skill in the use of personal computers, spreadsheets and word processing software and other state and federal reporting systems/programs.
- Knowledge of managerial techniques and administrative practices. Skill in drafting proposed fiscal policies and practices and identifying potential impact. Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.
