Final job class will be determined based on successful applicant's qualifications.This position provides technical personnel support to the Human Resource Management Division staff and Department of Revenue managers, supervisors, and employees. This includes processing personnel transactions in the State's personnel / payroll systems (SEMA4), providing support and assistance to staff and customers on personnel issues, and serving as a Designated Department Insurance Representative (DDIR).This posting may be used to fill multiple vacancies.This position is eligible for telework to applicants who reside in Minnesota, Wisconsin, Iowa, North Dakota, or South Dakota. Telework eligibility is based on the business needs of the unit and is at supervisory discretion. Commuting to the St. Paul office location for occasional in-person meetings is expected.
Minimum Qualifications
Human Resources Technician 1 : Technical or administrative support experience performing a variety of HR functions Experience entering employee data in HR systems (ex : PeopleSoft or equivalent). Customer service skills sufficient to provide courteous, effective service to customers via phone, Teams, email and in person Communication skills, using sensitivity, diplomacy and confidentialityHuman Resources Technician 2 : Two (2) years of HR support experience demonstrating the following : (An Associate's Degree in Human Resources or related field may substitute for 6 months of experience. A Bachelor's degree in a related field may substitute for 12 months of experience) Experience entering employee data in HR systems (ex : PeopleSoft or equivalent). Proficient with Microsoft Office products with the ability to run reports and queries. Knowledge of Employment law, rules, and regulations. Math skills sufficient to add, subtract, multiply, divide, calculate percentages and use simple formulas. Customer service experience sufficient to provide prompt, courteous and accurate information to customers over the phone or through written correspondence and effectively. High level of accuracy and attention to detail. Demonstrated ability to maintain confidentiality and handle sensitive information
Preferred Qualifications
Experience with SEMA4 (PeopleSoft) personnel transaction processing system. Knowledge of State personnel laws, rules, policies and procedures, and union contract provisions. Experience in a unionized environment. Experience working in a Human Resources Office Experience with the recruitment and hiring process of new employees Knowledge of the State's personnel system, policies and procedures, and labor agreements
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
