This position will be part of the Enterprise Services team, which delivers a full suite of services to state agencies, boards, councils, and commissions, and many central services to local government partners.
Job Summary
This position serves as the Application Portfolio Management (APM) Program Coordinator within Minnesota IT Services (MNIT) Enterprise Services. The role provides coordination, configuration, reporting, and adoption support for MNIT's enterprise application portfolio management system used to track and manage a large statewide application portfolio.
The position functions as a subject matter expert for application portfolio management processes and tools, supporting application owners and leadership through data analysis, reporting, governance support, and process improvement. Responsibilities include configuring and maintaining the APM tool, developing business intelligence reports, ensuring data integrity, and promoting consistent application of portfolio standards across agencies.
In addition, this position also supports communications, training, and outreach efforts to increase adoption and effective use of the APM system, while serving as a liaison between technical teams, application owners, governance committees, and vendors. The incumbent contributes to statewide application transparency, alignment, and decision-making through accurate portfolio data, reporting, and coordination of application health and planning activities.
This position requires an employee to be onsite at 600 North Robert Street, Saint Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework for Minnesota IT Services is available on a limited basis. Employees will be required to meet current telework eligibility requirements.

Position requires a minimum of four (4) years of IT related experience in application portfolio management, enterprise application support, or IT systems administration.
Experience must include:
- Experience supporting or administering enterprise application systems or application portfolio management tools, including maintaining accurate application inventories, records, or system data.
- Experience analyzing IT or application-related data and producing reports, dashboards, or business intelligence outputs to support operational, programmatic, or executive decision-making.
- Experience configuring, maintaining, or supporting enterprise software systems, including implementing system updates, enhancements, or data quality improvements.
- Experience applying IT governance processes, standards, policies, or procedures in a structured enterprise or multi-stakeholder environment.
- Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
- Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Preferred Qualifications
- Experience with enterprise application portfolio management tools or platforms (e,g,, Alfabet or similar systems).
- Experience supporting enterprise IT governance, data governance, or application lifecycle management programs.
- Experience developing or maintaining business intelligence reports, dashboards, or analytics solutions.
- Experience supporting change management, user adoption, training, or communications for enterprise systems.
- Experience presenting information to leadership, governance committees, or cross-organizational workgroups.
- Experience participating in or supporting project coordination, planning, or enterprise program initiatives.
