Job Summary

MMCAP is a governmental cooperative purchasing organization for government facilities in all fifty (50) states. MMCAP is operated by the State of Minnesota's Department of Administration - Office of State Procurement (https://infuse-mn.gov/).

This position provides strategic leadership for MMCAP by guiding key operational teams, including Marketing and Sales, Data and Analytics, Business Information, and Finance. The role ensures these teams deliver the information, services, and support needed to help MMCAP members meet their business goals. This position leads managers and consultants in developing market insights, setting marketing direction, and achieving financial targets that benefit the member facilities and business enterprise. As a member of the MMCAP leadership team, the role works closely with state financial and IT partners, and member organizations’ IT and fiscal teams to support effective operations across the program.

This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Qualifications

Minimum Qualifications

Five (5) years of experience leading teams in health care, pharmaceuticals, or pharmaceutical related products. Experience must include:

  • Directing teams, planning, organizing, and directing financial resources.
  • Demonstrated knowledge of pharmaceutical and non-pharmaceutical products/services, pricing, and distribution models.

A Bachelor’s degree in financial management, accounting, budgeting, business administration, marketing/communications, business intelligence or a related field, may substitute for one (1) year of experience; a Master’s degree or higher may substitute for eighteen (18) months of experience.

Applicants that meet the above minimum qualification will be further evaluated on the following:

  • Skill in leading complex business operations, including market research, project management, analytics, financial management, or consultative services.
  • Ability to interpret and apply policy, legislative, or regulatory requirements and assess their impact on programs or business operations.
  • Interpersonal skills, including the ability to negotiate, mediate disputes, build consensus, and present to internal and external audiences.
  • Ability to translate market intelligence, financial information, and business analytics to guide organizational strategy.
  • Demonstrated communication, analytical, and decision-making skills, with the ability to manage multiple priorities in a fast-changing environment.

Preferred Qualifications

  • Knowledge of group purchasing organizations (GPOs), healthcare supply chains, vendor relationships, and multi-state contracting processes.
  • Knowledge of MMCAP’s operations and business model structure.
  • Knowledge of healthcare policy and the legislative processes sufficient to demonstrate political astuteness to support current programs.
  • Experience working with the State's accounting and procurement system - Statewide Integrated Financial Tool (SWIFT), and the state's payroll and personnel management system (SEMA4).
  • Experience serving as a public spokesperson or representative for an organization at regional or national forums.
  • Experience in strategic and business planning, cost-benefit analysis, or evaluating and adjusting business offerings, pricing, or services.
  • Experience managing program areas with expertise in areas such as market research, financial analysis, consulting services, or healthcare product documentation.
