What are the responsibilities and job description for the Application Manager position at State of Michigan?

The Department of Technology, Management and Budget supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems. This position is with the Agency Services area of DTMB.

This position will serve as a first line manager of IT resources and activities to ensure that the objectives and goals are met for the Agency Services supporting Treasury within the Department of Technology Management and Budget. This first line manager will work closely on IT activities that support implementation of projects and operations support tasks of the Michigan Integrated Tax Administration System (MiITAS) implemented on modern ERP technology platform along with other supporting technologies and development platforms. Primary applications supported by this position will use latest technology offerings from ERP solutions, like SAP, along with integrations to other leading development tools and methodologies. Individual hired for this position are expected to work closely with vendor partners, project and quality test managers along with leading their own team. Supervisory functions will include employee evaluations, counseling, hiring, providing inputs in development of strategic initiatives and execution of operation excellence.


DTMB does not participate in STEM-OPT. 


IT Signing Bonus

This position may be eligible for a sign-on bonus of up to $3,500. Up to $1,750 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.

ITM 14 -- Position Description

Position Location/Remote Office: The office location is Dimondale, MI. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week.

Education
Possession of a bachelor's degree with not less than 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Experience
Three years of professional experience equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator P11 or one year equivalent to an Information Technology Infrastructure, Programmer/Analyst or IT Project Coordinator 12.Three years of experience as a computer programming supervisor or Information Technology
Supervisor may be substituted for the education and experience.
