Job Description

About DTMB: The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About the position: As an application developer, the employee performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for the Department of Technology, Management and Budget.

This employee will perform system analyst assignments, including but not limited to, gathering requirements, planning, analyzing, designing, coding, testing, implementing, documenting and maintenance of complex client server and web based applications. This employee will maintain and develop applications using the following tools: Microsoft Visual Basic for Applications, Visual Basic Scripting, ASP.NET , VB.NET , C#, Angular, Playwright scripting, PowerApps, jQuery, SQL, Java, Java Scripting, XML, HTML, e-Michigan content management tools and other software as required.

Position Location: This position is located in Lansing, MI. Candidates should confirm work location and schedule at the time of interview. The State of Michigan is not able to offer employment to out-of-state applicants that do not plan to relocate. The Department of Technology Management and Budget currently offers a hybrid work option which requires two days working on-site at the official work location and three days of remote work per week (subject to change).

Required Education And Experience

Education

Information Technology Programmer/Analyst P11/12

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Alternate Education And Experience

Information Technology Programmer/Analyst P11 - 12

Possession of an associate’s degree with 16 semester (24 term) credits in computer science, information assurance, data processing, computer information, data communications, networking, systems analysis, computer programming, IT project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4,160 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

OR

Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

This position may be eligible for a sign-on bonus up to $2,500. Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period). This does not apply to current state employees.
