LEGISLATIVE DIRECTOR
SUMMARY:
The Legislative Aide serves as a thought partner, legislative advisor, and community engagement director for the Office of Senator Alonzo T. Washington. The Legislative Aide is responsible for developing legislative initiatives, executing legislative campaign strategies, and monitoring legislative and political developments in Prince George’s County and Maryland. This position requires that the individual write floor speeches, conduct extensive policy and budget research, draft high-level detailed correspondences, attend community meetings, and meet with constituents and special interest groups on behalf of
Senator Washington.
ESSENTIAL FUNCTIONS:
Formulates legislative initiatives for assigned issue areas, which include:
- Devising a legislative strategy;
- Drafting the plan into legislative form;
- Garnering external support for a bill or amendment from other Members, as well as appropriate interest groups;
- Working with committee policy analysts on legislation and research;
- Coordinating legislative support to get the bill passed in the Senate.
Legislative Strategy & Policy
- Recommends strategies and tactics on bills and policy positions; prepares vote recommendations and whip counts in Monday.com dashboards.
- Writes and reviews legislative memos and white papers; maintains version control and references in Google Workspace (Docs/Drive).
- Conducts extensive research using state agency databases, fiscal notes, academic journals, stakeholder materials, and committee archives; compiles annotated bibliographies and source lists.
- Monitors legislative developments within committees; prepares hearing briefs, member Q&A, and amendment tracking notes.
- Plans and coordinates co‑sponsorship, letter drops, and sign‑on support for legislation; tracks targets and outcomes in Monday.com.
- Monitors legislation on the Senate floor; provides Sen. Washington with daily floor briefs and post‑session summaries.
- Works with the Chief of Staff to develop talking points, floor speeches, and testimony.
- Testifies at legislative hearings as directed; may brief press, and occasionally speak at press conferences or rallies.
Constituent Services & Casework
- Meets with constituents and interest groups; logs meetings, case notes, and follow‑ups in Monday.com and Google Calendar.
- Answers constituent letters and provides assistance on state and local matters; maintains templates and response libraries in Google Workspace.
- Provides information and generates ideas for press, email updates, and newsletters; drafts press releases and backgrounders as needed.
Communications & External Affairs
- Drafts and edits press releases, op‑eds, and remarks; coordinates with media as directed.
- Maintains media and stakeholder lists; tracks outreach in Monday.com and/or Salesforce (if applicable).
- Designs one‑pagers, event flyers, and briefing materials using Canva and Beautiful.ai.
Community Engagement (as assigned)
- Organizes and executes community meetings, briefings, town halls, parades, festivals, and forums on behalf of Sen. Washington; manages run‑of‑show, staffing, and materials.
- Coordinates stakeholder outreach and follow‑up with civic leaders, municipalities, schools, nonprofits, and businesses; maintains an updated stakeholder map and contact plan in Monday.com.
- Cultivates and maintains relationships with civic leaders in District 22; tracks priorities, commitments, and deliverables.
Special Projects & Flexible Duties
- Performs special projects assigned by Sen. Washington or the Chief of Staff (e.g., rapid research, grant/funding summaries, coalition letters, policy audits).
- Maintains a strong working relationship with Sen. Washington, staff, partners, and constituents; models professionalism, discretion, and responsiveness.
- Works a flexible schedule including long hours, nights, and weekends during peak periods (e.g., session, events).
- Performs other duties as assigned, which may include campaign‑adjacent activities, elections support, and volunteer opportunities, consistent with applicable laws and office policies.
EDUCATION/EXPERIENCE:
A bachelor’s degree or higher education level, including strong academic credentials, is preferred. Any relative experience in policy analysis, or community engagement is beneficial.
SKILLS AND KNOWLEDGE REQUIRED:
- Thorough knowledge of the legislative process, Senate & House organization and procedures;
- Works well under pressure and handles stress well;
- Must be highly organized and perform at a high level in complex environments; o Ability to perform the essential job functions above;
- Ability to exercise discretion and independent judgment in the formulation and recommendation of policy positions for Sen. Washington;
- Ability to work cooperatively and courteously with others;
- Temperament to communicate with a variety of personalities in a tactful, pleasant, and professional manner;
- Proficiency in Office Suite.
WORKING CONDITIONS:
This is a hybrid position. Work is mainly performed in an office environment.
Noise levels are usually moderate, and typical work hours are Monday-Friday 9am-5pm. Weeknights and/or weekends hours are expected when assigned. Ability to work in a small work station without an expectation of privacy is required.
Salary:
Annual Salary range is commensurate with legislative and work experience.
Salary Range is $45,000-$55,000 annually.
