Main Purpose of Job

The main purpose of this position is to plan, promote, develop, manage, monitor and report on the implementation of delivering a full range of publicly funded local behavioral health services for persons who have, or are at risk of developing behavioral health disorders (mental health and substance use), following the vision and mission of the Behavioral Health Administration (BHA). Adhering to the Conditions of Award (COA) from BHA. In coordination with Behavioral Health providers in Carroll County, MD, and the services directly provided by the Bureau of Prevention, Wellness & Recovery for the Carroll County Health Department. To develop and implement public health approaches that recognize social determinants of health and the impact of trauma, prevent and mitigate behavioral health-related trauma, and collaborate with other human service agencies to promote comprehensive services for recipients who have multiple needs. These services include those paid under contract with state general funds and/or federal funds, as well as those funded under the Fee-for-Service System (FFS) of the Public Behavioral Health System (PBHS).

This position oversees the jurisdictional services, including behavioral health services in the County. Serves as the Local Behavioral Health Authority (LBHA) for the County, implementing programs and developing the system of care for the local jurisdiction. Working with Local County partners and Community providers to assist with the provision of behavioral health in Carroll County. Responsibilities of the LBHA may include funding for the provision of or subcontracting for behavioral health services and monitoring those contracts for adherence to the agreements. Ensuring that the LBHA is committed to developing strategies that result in a comprehensive and well-integrated community behavioral health system that provides equitable, accessible, high-quality, culturally competent, and medically necessary services for individuals seeking services.

This position has an overall budget of over 6 million dollars and a total staff of 33. This position interprets, develops, implements, and modifies policies, procedures, and standards governing the operation of the bureau. Monitors and evaluates the effectiveness and efficiency of programs and services provided. This position oversees several supervisors who have staff that provides specific programs such as Projects for Assistance in Transition From Homelessness (PATH), Peer Recovery Specialist, Crisis Services (Mobile Crisis program, Maryland Community Criminal Justice Treatment Program (MCCJTP), Quick Response programming, Law Enforcement Assisted Diversion, Reentry Services, Harm Reduction Services, State Care Coordination, Service Coordination including early childhood care coordination and Prevention Services including suicide, substance use and overdose fatality reviews.

Oversight of the Behavioral Health services at a 60-bed facility housing residential treatment, and detoxification program, Level III.7 (Shoemaker Center), and Level III.1 and III.5 Residential housing beds for the County. This includes monitoring the use and billing of 6 Crisis Beds funded by BHA in the facility. LBHA monitoring and investigating complaints, completing walk-thru inspections with the County facilities staff and Citizen services staff in a contracted agreement with the Carroll County Government.

Minimum Qualifications

Qualified candidates must possess a Master's or Doctoral degree from an accredited college or university in Public Health, Health Administration, Social Work, Counseling, Psychology or related behavioral science field and five years experience in a leadership or managerial role within a behavioral health system, public health organization, or government agency.

Desired Or Preferred Qualifications

Desired candidates should possess an LCSW-C (Licensed Clinical Social Worker, Certified) license from the Maryland State Board of Social Work Examiners as well as work experience in the following areas:

  • Program Management (i.e., developing, implementing and overseeing large-scale behavioral health programs and services)
  • Financial and Budget Management (i.e., managing multi-dollar budgets, securing grand funding and overseeing financial operations)
  • Subject Matter Expertise (i.e., knowledge of current behavioral health practices, public policy, regulations (federal and state), and evidence based interventions)
  • Policy and Legislative Acumen (i.e., ability to analyze and translate complex policy and legislative mandates into actionable program strategies)
  • System Development (i.e., experience in system-level planning, quality improvement, and establishing collaborative relationships with external partners, providers and other stakeholders)
  • Communication and Interpersonal Skills (i.e., excellent written and verbal communication skills, including the ability to present complex information to diverse audiences and lead large, multi-disciplinary teams)
