POSITION DUTIES
This position is responsible for activities relating to the processing of appeals for the Workers' Compensation Commission in accordance with COMAR 14.09.11.l(a)(b)(c). Coordinates case management. Interprets court orders and petitions for judicial review to ensure documents are processed in a timely manner in accordance with COMAR 14.09.11.l(a) and 14.09.11.3. Position duties include but are not limited to:� Receives, prioritizes and interprets appeals correspondence scanned into Comphub, received from Circuit Courts from 24 jurisdictions and the Appellate Court, and Supreme Court of Maryland. Ensures documents are being processed and acted upon in accordance with COMAR 14.09.11.01. Processes workflow in the inbox by issuing Certificate of Compliance and Notice of Appeal documents and providing timely notice to court reporters. Reviews court motions orders and docket entries. Reviews Comphub and claim documents to determine the status of appeals filing, verifying the identification of the filing party, other interested parties and take proper action accordingly. Complies with all Workers’ Compensation Commission policies, regulations, and state laws related to appeals.�� In accordance with Maryland Rule 7-206, prepares case files for the judicial review process, provides timely notice to court reporter of an appeal to ensure transcripts are processed timely, and preps the record for transmittal to Circuit Court when required. Uses independent judgement while adhering to established regulations and procedures. Answers questions from the public or internal workers’ regarding appeals and takes any necessary actions. Assists Comphub users on how to file any necessary documents. Advises filing parties of any discrepancies in their filing. Ensure required documents are properly/timely directed to other divisions for action. Researches judiciary website and Comphub for claim numbers related to correspondence received that does not have the necessary claim number to ensure the document is scanned into the appropriate claim. Makes any necessary corrections in Comphub due to a change in venue, mistake/error, consolidated claims etc. Consults with supervision and management regarding trends. Prepares statistics for monthly/annual reporting. Suggests recommendations for improvement of processes. Prepares and processes basic legal Awards/Orders from documents submitted in Comphub (i.e. Lump Sum, Advancements, Change of Venue, Stipulations, Settlements etc). Covers Commissioner’s office in the event an assistant is out of the office which includes answering phone calls, assisting the Commissioner with duty questions, setting up conference calls, sending updated docket sheets, preparing dockets for hearing etc. Other duties as assigned.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work. Notes:� 1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience. 2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications. Recent experience n successfully implementing a new electronic process/process improvement and the ability to troubleshoot and improve the process One (1) year experience working in a court or similar legal setting and directly with appeals One (1) year experience in applying rules, laws, and/or regulations to work.

Candidates may be responsible for providing their own transportation�as needed to access meetings, remote locations, and job destinations as assigned.
