Main Purpose of Job

The main purpose of this position is to prepare and manage the annual operating budget, quarterly budget projections and fiscal year-end closeout for assigned units within the Prevention and Health Promotion Administration while ensuring the financial integrity of the Administration’s fiscal records. This position will prepare financial reports for the CRF Legislative Report and oversee the development of budgets, preparation of financial projections, expenditure management and fiscal year-end closeout for assigned units. This position will also assist and review the work of Fiscal Unit Budget Specialists in completing budget and fiscal management activities within their assigned units. This position will review and approve or reject FMIS requests for blanket purchase orders and requisitions at the 150 approval level and will access, create and produce FMIS Focus reports to support fiscal analysis and management of all fund types. This position will review and approve federal grant applications for submission to the PHPA Director and Chief Financial Officer (CFO) and approve and submit Federal Financial Reports (FFRs) through HRSA EHBs, GrantSolutions, eRA Commons and the Payment Management System (PMS). This position will also communicate with Federal Grant Management Specialists to resolve federal award issues, monitor federal draws through the Payment Management System (PMS) to identify and correct discrepancies and train Fiscal Unit Budget Specialists in the use of HRSA EHBs, GrantSolutions, eRA Commons and PMS.

MINIMUM QUALIFICATIONS

Experience:�Eight years of experience in budget preparation, presentation and execution. Notes: 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and four years of experience in budget preparation, presentation and execution for the required experience. 2. Candidates may substitute graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration at a rate of 30 credit hours for five years of required�experience. 3.�Candidates may substitute U.S. Armed Forces military service�experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following: 1. Experience with governmental accounting at the state, federal or local level. 2. Experience working with state and federal grants. 3. Experience with budget preparation and monitoring. 4. Experience working independently and as part of a team. 5. Experience demonstrating attention to detail and the ability to meet tight deadlines.
