Main Purpose of Job

The Natural Resources Planner I is an entry-level position within the Industrial Stormwater Permits Division of the Water and Science Administration’s Wastewater Pollution Prevention & Reclamation Program. Working as part of a collaborative team of planners, the incumbent protects State water resources by managing the lifecycle of individual and general discharge permit applications. This role utilizes a foundational scientific background to review applications and prepare technical fact sheets, public notices, and written responses to public comments. Additionally, the incumbent leverages a customer service background to actively participate in stakeholder meetings, discuss projects with the public, and assist in preparing tentative determinations and judicial review records. Finally, the position supports divisional tracking, targeting, and reporting activities to manage the universe of active applications and identify unpermitted facilities requiring regulatory coverage. The working conditions of this position may involve: Exposure to uncomfortable or unpleasant surroundings. Special physical demands such as lifting 50 pounds or more Site visits may include climbing ladders or navigating stream valleys to visibly inspect an outfall or pollution control device. Use of protective equipment such as hard-hat, safety shoes, googles, gloves, mask, etc. The incumbent in this position will be required to drive a State vehicle.��If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment. Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education:�� A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development. Experience:�None. Notes: 1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or�regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education. 2. Candidates may substitute U.S. Armed Forces military�service experience as a commissioned officer in the�general natural resources management and biological sciences�classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.��

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: � Bachelor’s degree in biology, environmental science or related degree � Knowledge of invasive species � Training and/or experience in GIS
