The Maryland Department of Labor is seeking a highly detail-oriented professional with strong critical thinking, writing, and project management capabilities. The ideal candidate can work independently on research projects and translate complex legislative and policy information into clear, concise public communications, preferably in a government setting.

This position is located in the heart of downtown Baltimore near the beautiful Inner Harbor. 100 S. Charles Street Baltimore, MD 21201

Main Purpose of Job

The Policy Associate is responsible for providing written products, research, analysis, and communications support within the DWDAL Policy Unit. The position assists in the development, review, and implementation of written communication efforts such as legislative reports, executive summaries, key messaging, and external correspondence (sometimes on behalf of agency leadership). All activities align with the DWDAL Strategic Plan, Maryland Department of Labor goals, and administration priorities. The main purpose of the position is to ensure accurate, polished, and clear documents and communications that align with agency objectives. The position contributes to policy priorities, grantmaking, and workforce program communication efforts.

POSITION DUTIES

Creating Written Products (Drafting and Editing) Authoring and editing federal, legislative and/or other reports, executive summaries, key�undefined�written materials, as requested. Coordinating messaging/written content with DWDAL leadership and the MD Labor Office of the Secretary, including formal memos. Manage and track project resources, tasks, timelines, and deliverables. Division Representation in Meetings and Groups Participating in subject matter expert groups and/or communities of practice related to communications and policy content. Research for the Office of the Assistant Secretary Complete and prepare recommendations for DWDAL leadership based on research related to various workforce division programs, including but not limited to: adult education, Registered Apprenticeship, workforce development, correctional education, AI, strategic industry sectors and portable credentials, etc. Interface with local, regional, state, and national organizations regarding evolving policy, legislative, and communication themes related to the DWDAL portfolio. Compile and utilize a communications/policy repository of recyclable language that Division staff may use for outward facing documents.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Six years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred but not required.� Please include clear and specific information in the job duty section of your application regarding your qualifications. Experience authoring and editing complex written documents. Experience with Workforce Development, Registered Apprenticeship, Adult Education, and/or Correctional Education Programs. Experience working with diverse stakeholder groups.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
