Introduction

This is a Management Service Position with full State of Maryland benefits.� Work that Matters.�The Maryland Department of Housing and Community Development�(DHCD) is a national leader in community development and affordable housing. The Division�of Neighborhood Revitalization seeks a highly organized, customer oriented, self-motivated,�team player, experienced with community development, community planning, financial�management and grant and loan administration. DHCD has an immediate opening for a Director in its Division of Neighborhood Revitalization�to help oversee a suite of community development programs that invests in revitalization�throughout the state outside of Baltimore City. Collectively, the Neighborhood Revitalization�division invests approximately $180 million in community economic development programs and�projects. � �

GRADE

24 This position offers a salary range of $113,157 - $137,943/year, with potential for advancement up to $178,453 based on qualifications, equity, and hiring guidelines.� Initial salary offers are determined by qualifications, experience, and available budget, and typically do no exceed $137,943/year.�

LOCATION OF POSITION

2 N Charles St Baltimore MD 21201 Baltimore City with occasional travel to the Department’s headquarters in Lanham, MD. DHCD�offers a combination “hybrid” in-person/telework work environment.

POSITION DUTIES

This Director position provides key leadership and policy expertise in the field of community development. The position leads a team responsible for managing a suite of neighborhood revitalization programs, with a particular focus on communities across Maryland. The position oversees grants, loans, projects and services provided to local governments and nonprofit organizations from application to award and monitoring. The position provides leadership in program and partnership development and the provision of technical assistance to stakeholders, community leaders, government officials and interagency partners seeking to revitalize communities.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university. Experience: Ten years of experience in the community development field such as performing�community stakeholder engagement and/planning, implementing community development�projects and programs, and administering community development grant and loan programs.�Additionally, must have a minimum of five years experience in a supervisory role or leading a�team. Notes: 1. Experience in community development field such as performing community stakeholder�engagement, implementing community development projects and programs, and administering�community development grant and loan programs may be substituted on a year-for-year basis for�up to four years of the required education. 2. A graduate degree may be substituted for up to two years of the required experience at a rate�of thirty credit hours for each year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience developing and implementing reinvestment strategies for urban, older�suburban and rural communities. Experience in grant administration for government and/or nonprofit organizations. Experience in the area of community planning or community development.
