LOCATION OF POSITION
DGS Business Enterprise Administration 301 W. Preston Street Baltimore, MD 21201 This position is eligible for a hybrid work schedule.
Main Purpose of Job
This role is positioned within the Business Enterprise Administration, Information Technology Division of the Department of General Services (DGS), where its primary objective is to facilitate the implementation, adoption, enhancement, and ongoing support of the technology platform. In addition, this role provides leadership and support for technology strategies and initiatives, as well as general process planning, requirements gathering and validation, and process and procedure improvement within the agency. This role involves managing various aspects of technology operations and coordination, including business process and procedure transformation, not limited to the development, documentation, and coordination with the State workforce on current and future agency IT processes and procedures, and recommendations for improvement activities and use of technology to streamline processes.
POSITION DUTIES
Duties to include but not limited to: ● Product Strategy Vision: Define and manage the product roadmap and vision in alignment with State requirements, user needs, and business objectives. Prioritize features and enhancements based on value, feasibility, and impact. � ● User Business Value: Use quantitative data to understand user behavior and business priorities.�Define and measure success criteria to ensure product outcomes deliver meaningful value. � ● Requirements Gathering Translation: Collaborate with stakeholders, business owners, and designers to gather, document, and translate business and user needs into precise, actionable technical requirements and user stories. � ● Technical Oversight Systems Integration: Ensure product solutions are technically sound, scalable, and compliant with State standards. Oversee integration with Maryland’s financial management and ERP systems, coordinating with IT as needed. � ● Performance Analytics Reporting: Conduct functional and data analysis to inform project decisions. Create and maintain reports on system performance, user engagement, and improvement opportunities. � ● Quality Assurance Continuous Improvement: Implement quality control processes to�validate performance, functionality, and user experience. Incorporate feedback to drive iterative improvement. � ● Stakeholder Engagement: Maintain open, consistent communication with stakeholders at all levels. Provide updates, address concerns, and manage interdependencies across departments.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following�preferred qualification(s). Include clear and specific information on your application regarding�all qualifications. ●�Bachelor’s degree from an accredited college or university in computer science, information technology, information science, or a related field. ●�5 years of experience in product delivery, including 5 years in modern product development or product ownership roles. ●�Proven experience: \t- Leading product teams in launching new capabilities and maintaining systems in production at�scale. �\t- Aligning technology products with business processes. �\t- Creating and managing product roadmaps and prioritized backlogs. ●�3 years of experience in: \t- Agile project delivery and development practices. \t- Human-centered design and client-facing roles, such as business analysis or user research. \t- Change management in dynamic, user-focused environments. ●�Strong knowledge of modern technologies and agile methodologies, focusing on delivering user value and maintaining a high-quality user experience. ●�Demonstrated ability to make data-informed decisions, effectively communicate (written and verbal) and manage change with diverse stakeholders. ●�Preferred certifications: Professional Scrum Product Owner (PSPO), Certified Scrum Product Owner (CSPO), Project Management Professional (PMP), or ITIL Foundation Certification.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits. Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
