MAIN PURPOSE OF JOB

This position functions as principal Assistant to the Director of Carroll County Department of Social Services. The Assistant Director for Family Investment Division coordinates several human services programs to establish goals, priorities, budget, standards, schedules, policies and procedures for FIA staff.

POSITION DUTIES

Administration

  • Interpret and administer Federal and State law/policy governing public assistance eligibility, welfare reform initiatives and personnel management.
  • Create, assess and revise local policy and procedures for Family Investment Programs.
  • Develop, implement and monitor budgets and contracts for Temporary Assistance to Needy Families (TANF), Workforce Opportunities (WIOA), Emergency Assistance to Families with Children (EAFC), Low Income Households Water Assistance Program (LIHWAP) and Welfare Avoidance Grants (WAG).
  • Develop, implement, and oversee leadership opportunities team building activities such as on-the-job succession management, in person and virtual technical training, and advance placement efforts.
  • Evaluate and identify the effective levels of training in coordination with the Systems Manager to assist in staff program and system training
  • Creates a learning culture that evaluates program efficiency and accuracy by providing the needs of staff with training that upgrades computer skills and program knowledge.
  • Promote the work of the department by interpreting policies/procedures for customers, local staff, other agencies, and community partners.
  • Respond to and resolve customer concerns/complaints and inquiries from DHS, the Governor’s Constituent Services Office, and local politicians/community partners.
  • Devise and install work operating procedures for maximum efficiency and program compliance, such as timely case assignments, application processing and workload flow.
  • Design and revise local agency forms.
  • Review Quality Control (QC) reports, OAH appeals, audit reports, fraud complaints, and other FIA Qlik reports. Prepare timely agency responses and/or corrective action plans.
  • Establish, implement, and monitor local policy for EAFC, WAGS, TCA work program requirements, EBT operations and Pre-Review of cases. Make recommendations to the director of the department legislation that will affect FIA programs.
  • Plan, request and monitor NPS budgets and expenditures of overtime money.
  • Serve as local department FIA representative for committees, the FIA Affiliate and system workgroups at State, local and community levels.
  • Recruit, interview, hire, and promote FIA staff.
  • Represent agency at State and interagency meetings, committees, and task forces. Explain relevant laws, policies and procedures to staff, elected officials, community partners and the general public. Plan and coordinate agency cross training for local and community partner staff.
  • Evaluate and select vendors and service providers. Supervise preparation of the budget for related service providers programs.
  • Performs other related duties as assigned by the agency director.
  • At all times, the incumbent will provide customer service to both internal and external customs that meets or exceeds the standards set by the Department.

Supervisory

  • Review and analyze reports (including second level CPRS).
  • Mediate and resolve disputes/conflicts among staff or with customers.
  • Evaluate and delegate responsibilities for answering customer and internal inquiries, also delegate completion of special projects.
  • Review and approve reporting staff timesheets and reimbursements.
  • Plan, request and schedule all staff technical and policy training.
  • Guide employees by planning activities and staff development toward enhancing work performance.
  • Maintain security of automated operations.
  • Hold regular supervisory conferences and staff meetings.
  • Complete Performance Evaluation Programs (PEP) appraisals for supervised staff and review PEP appraisals completed by department supervisors.
  • Manage and approve employees’ use of leave.
  • Plan, organize, and evaluate the work of subordinate staff.
  • Devise, install and monitor work procedures of eligibility staff
  • Handle personnel actions such as reclassifications and progressive discipline.
  • Maintain harmonious work relations with agency administrative officials, staff and the general public.
  • Advise supervisors and staff of resolutions for problem cases and make recommendations for the handling of public relations situations and decisions.
  • Make recommendations to the department director on legislation affecting FIA.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.
Experience: Eight years of experience in administrative, professional or technical work, three years must have involved supervision of other employees or exercising responsibility for program development.

Notes:
1. Candidates may substitute graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for up to two years of the required general experience.
2. Candidates may substitute additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two years must have been in an administrative supervisory or consultative capacity.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Five years of Leadership and Supervisory experience.
  • One year of experience in each of the following Contract monitoring, oversight and implementation, Budget management, Community Outreach, Partner engagement.
  • Two years experience in Family Investment Administration federal/state policy/COMAR.
  • Six months knowledge of state systems, Eligibility and Enrollment(E&E) and MDThink

Job Type: Full-time

Pay: $80,541.00 - $111,494.00 per year
