Position Summary & Responsibilities

Position Summary:

This position provides operational leadership for power plant, HVAC/refrigeration, motor pool, and plumbing divisions while overseeing capital improvement planning, regulatory compliance, utility licensing, environmental reporting, and infrastructure management to ensure safe, efficient, and compliant facility operations.

Job Responsibilities may include but are not limited to the following:

  • Provides oversight of the Power Plant, HVAC/Refrigeration, Motor Pool, and Plumbing Subdivisions of the Engineering Department.
  • Ensures each subdivision operates safely, efficiently, and in compliance with applicable federal, state, local, and hospital regulations, policies, and procedures.
  • Coordinates maintenance activities, staffing, budgeting, and performance expectations across the subdivisions in the Engineering Department.
  • Directs and evaluates the work of supervisors and staff within assigned subdivisions, establishing priorities and ensuring operational objectives are met.
  • Develops and implements preventive and predictive maintenance strategies to maximize equipment reliability, system performance, and asset life cycle.
  • Monitors operational performance, identifies opportunities for process improvement, and implements corrective actions to enhance efficiency, reliability, and customer service.
  • Assists in the development and administration of operating budgets, including forecasting personnel, equipment, material, and contracted service needs.
  • Coordinates emergency response, troubleshooting, and recovery efforts for critical utility and facility systems to minimize operational disruptions.
  • Oversee the operation and maintenance of utility systems to ensure reliable delivery of steam, heating, cooling, water, natural gas, and other critical services necessary for hospital operations.
  • Reviews and recommends equipment, system, and infrastructure improvements to support institutional goals, operational needs, and regulatory compliance requirements.
  • Ensures staff receive appropriate training, certifications, and professional development opportunities to maintain technical competency and regulatory compliance.
  • Collaborates with campus departments, contractors, architects, engineers, and regulatory agencies to support maintenance operations, capital projects, inspections, and compliance activities.
  • Establishes and monitors key performance indicators, work order completion metrics, and maintenance standards to ensure accountability and continuous improvement within assigned subdivisions.
  • Ensures reliable operation, maintenance, and regulatory compliance of critical utility and facility systems supporting patient care, life safety, and hospital operations.

Capital Improvement Planning/Project Oversight

  • Identifies aging infrastructure, equipment failures, and facility improvement needs and communicates those needs to the Physical Plant Supervisor Specialist.
  • Assists in the prioritization of capital projects based on safety concerns, regulatory requirements, operational impact, and cost-benefit considerations; provides justification and supporting data for funding requests.
  • Participates in the planning, development, and implementation of capital improvement projects within assigned subdivisions.
  • Provides technical expertise during pre-bid and pre-construction phases, including scope development, design review, constructability assessments, and coordination with architects, engineers, contractors, and stakeholders.
  • Monitors and coordinates capital improvement projects throughout construction, ensuring compliance with project specifications, operational requirements, applicable codes, and established schedules and budgets.
  • Serves as the subdivision representative for capital improvement projects, facilitating communication between contractors, design professionals, facility staff, and institutional leadership from project inception through completion and closeout.

Facility Regulatory Licensing/Reporting

  • Monitors facility operations and collects compliance data throughout the year.
  • Prepares and submits required reports to multiple regulatory agencies.
  • Maintains facility licenses, permits, certifications, and inspections.
  • Examples of compliance responsibilities:
    • Annual boiler permits and inspections
    • Boiler insurance inspections
    • Natural gas pipeline owner licensing
    • Water quality testing and reporting
    • Consumer Confidence Reports
    • Winter preparedness documentation
    • Environmental compliance reporting
    • Utility system certifications

Department Leadership and Delegated Authority

  • Acts on behalf of the Physical Plant Supervisor Specialist during absences, exercising delegated authority to direct operations, managing personnel and resources, address emergent issues, and coordinate departmental priorities to maintain safe and effective facility operations.
  • Represents the Engineering Department in meetings, inspections, and interactions with campus stakeholders, contractors, and regulatory agencies as assigned.
  • Assists with the implementation of departmental goals, policies, and strategic initiatives to ensure continuity of operations and consistent service delivery.
  • Assists in the development of long-range facility infrastructure, utility, and asset management plans to support organizational objectives and future operational needs.

Qualifications

Minimum Qualifications:

  • Four years of experience in building trade or mechanical building trade. Education may be substituted for experience as determined relevant by the agency.
