Position Summary & Responsibilities:

Position Summary: The Kansas Highway Patrol (KHP) is designated as the CJIS Systems Agency (CSA) for Kansas.
In this role, KHP completes triennial audits of Criminal Justice Agencies in Kansas to examine system use, discipline, and operating procedures to include, but not limited to, proper entry, maintenance, queries, and dissemination of criminal justice records contained in a variety of Criminal Justice Information Systems including, but not limited to, the NCIC and III, NSOR, and N-DEX. Agency policies, procedures with physical, personnel, and technical security controls are examined for effective protection of criminal justice information records. Additionally, KHP trains users of CJIS on data security, completeness, and integrity to ensure state/federal agency compliance with policies approved by the APB and adopted by the FBI.
Conducts audit examinations involving the work processes, records, and controls to evaluate Criminal Justice Agencies (CJAs) compliance with applicable laws, regulations, and policies and develops and recommend improvements or corrective actions. Audits evaluate the agencies' security structure and that agencies are acquiring, storing and disseminating criminal history record and other sensitive information as required by Federal and state laws, regulations and policies to ensure the integrity, availability, and confidentiality of Criminal Justice Information (CJI). The audits consist of administrative interviews and review of required agency Standard Operating manuals to ensure they contain appropriate written policy statements and procedures for use as guidelines by all agency employees. The audits may include a review of randomly selected record entries to ensure the quality of the data entered, as well as ensure that all data is documented with accuracy and completeness. Network and physical inspections may be conducted to evaluate and verify physical and technical controls to include, but not be limited to, identification, authentication, encryption, boundary protection, malicious code, and spam and spyware protection requirements. The audits are conducted triennially by on-site visits or electronically through the CJIS Launch Pad. Incumbent may require assistance from more experienced auditors for more extensive technical or complex audits. Occasional overnight travel is required.
Conducts training of Criminal Justice Information System (CJIS) users upon initial employment or assignment and refresher training annually or biennially as required by state & Federal regulations. The training may use PowerPoint, lecture, hands-on computer training, and other audio visual tools to cover system security policies, use of CJIS databases, and an overview of the various files. Training may include administration of certification exams for the level of use of CJIS such as NCIC user, Terminal Agency Coordinator (TAC), Local Agency Security Officer (LASO), and CJIS Security & Awareness.
Prepares training modules PowerPoint presentations, notes for lecture, handout materials and other training materials. Training curriculum and materials are reviewed and updated by the CJIS unit as a group (supervisors and peers), annually and as needed, when enhancements are added to ensure coverage of the various client software applications and policies and procedures used in CJIS. Occasional overnight travel is required.
