The KDHE is seeking an experienced clinical laboratorian to evaluate laboratories across the state of Kansas.

The ideal candidate has substantial laboratory experience, preferably across multiple laboratory disciplines and roles, and can confidently evaluate laboratory operations, procedures, and regulatory compliance. This role is complementary for someone who enjoys travel, building professional connections, providing education and guidance, and working directly with laboratory staff to improve quality and performance. As a CLIA Surveyor, you will serve as a key resource to laboratories across Kansas, helping ensure compliance with federal regulations while promoting accurate testing and quality patient care. This role will help laboratories maintain high standards and deliver reliable results that support critical healthcare decisions. An added benefit is that this role is first shift-daytime hours, no weekends or holidays.

Kansas Department of Health and Environment:

Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well-being of all Kansans.

Position Summary & Responsibilities

Conducts surveys (on-site and/or desk review) of clinical laboratories seeking CLIA certification and/or state certification for controlled substances. Evaluates laboratory quality systems to determine compliance with CLIA regulations. Evaluates personnel, facilities, instruments, reagents, quality control, laboratory procedures and laboratory management. Develops accurate, well-organized documentation of observations and factual information obtained on surveys. Following the survey, prepares and transmits to the laboratory a statement of deficiencies that need to be corrected to bring the laboratory into compliance with certification and licensure regulations. Makes timely recommendations to the state agency whether or not certification or licensure is in order. Investigates complaints received by the agency. Conducts appropriate follow-up to laboratory surveys. Updates CMS computer database as needed.

Performs on-going review of proficiency testing performance of CLIA certified laboratories. Monitors laboratory responses to assure timely and relevant reports are made by all laboratories. Consults with laboratories to aid in the resolution and corrections of any problems cited. Conducts on-site evaluations as needed.

Participates in the development and review of the Quality Systems process at the Kansas Health and Environmental Laboratories as required. Performs other duties as assigned due to changing Laboratory Improvement Program needs. Performs or assists with internal audit functions for the clinical laboratory at Kansas Health and Environmental Laboratories. Assists supervisor with State Agency Performance Review (SAPR) functions.

Identifies training needs and participates in the development of educational programs for laboratories. Conducts training for laboratory personnel state-wide relating to laboratory systems and techniques, including but not limited to specimen collection, handling and testing as well as packaging and shipping specimens, and other aspects of sample management.

Develops and maintains professional affiliation with CMS staff, Medicare/Medicaid intermediaries, clinical laboratory personnel, KDHE personnel, and the general public as related to the clinical laboratory certification program. Keeps current with regulatory and technological changes. Maintains communication with staff members to ensure program integrity and consistency.

Job Responsibilities may include but are not limited to the following:

• Consults with laboratories to aid in the resolution and corrections of any problems cited.
• Makes timely recommendations to the state agency whether or not certification or licensure is in order.

Qualifications

• Education:
  • Bachelor's degree in a medical technology, microbiology, biology, chemistry, or other related fields or an associate's degree in medical technology and two years of experience in laboratory procedures/analysis.
• Licensing & Certification:
  • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Board Certification from ASC
• Minimum Qualifications:
  • Bachelor's degree in a medical technology, microbiology, biology, chemistry, or other related fields or an associate's degree in medical technology and two years of experience in laboratory procedures/analysis.
  • Proofreading, editing, attention to detail.
  • Word, Excel, PowerPoint, Access.
• Preferred Qualifications:
  • Successful completion of a NAACLS accredited Medical Laboratory Scientist program.
  • Board Certification (ASCP or equivalent) or meets requirements to sit for a MLS/MLT certification.
  • Four years of experience in a clinical laboratory.
  • Teaching and/or supervisory experience in various disciplines of the clinical laboratory.
  • Ability to Interpret Regulations.
  • Training and Presentation Skills.
• Post-Offer, Pre-employment Requirements:
  • This position is identified as tier I where the employee enters healthcare facilities to carry out essential functions. As a tier I position, the employee must receive the Influenza Vaccination and provide proof to Human Resources annually. Complete a CMS-developed Basic Surveyor Training Course. Completion is expected to be within 3-6 months of hire. Currently this is an on-line training process. This training is required by the Centers for Medicaid Services (CMS) in order to qualify to become a CLIA surveyor. Within 12 months of hire, incumbent is required to pass a Federal Monitoring Survey (FMS).
