Location: District 4 – Engineering and Operations Office in Council Bluffs, Iowa.

Shift: 7:00 AM to 3:30 PM, Monday through Friday hours may vary; occasional overnight travel required.

Duties

As the Survey Party Chief, you will lead all field activities of the district survey crew and ensure the accuracy, completeness, and quality of survey data collected for highway, bridge, resurfacing, and right-of-way projects. You will coordinate work schedules, direct daily tasks, and collaborate closely with the District Land Surveyor to plan and execute field operations efficiently. Some detailed duties include, but are not limited to:

  • Lead, coordinate, and direct all daily field survey activities for the district survey crew, ensuring accuracy, proper work sequencing, safety, and efficient project execution.
  • Conduct and oversee construction, topographic, boundary, and control surveys for highway, bridge, resurfacing, and maintenance projects using GPS, EDM, robotic instruments, and CADD/COGO tools.
  • Recover, restore, and document land corners and control points by researching records, locating monuments, digging as needed, setting new points, and preparing sketches in accordance with Iowa Code
  • Establish permanent right-of-way lines and temporary easements by performing field measurements, researching and verifying documents, loading coordinates into survey equipment, and establishing new monument new locations.
  • Create, maintain, and review complete, accurate field notes, electronic data records, sketches, CADD references, and coordinate files to document how surveys were performed and ensure data integrity.
  • Interpret and compile recorded survey information (deeds, plats, ROW maps, U.S. Land Corner Certificates, as-built plans) to support boundary determination, corner searches, and survey preparation work.
  • Assist the District Land Surveyor by providing technical expertise, supporting corner certifications, coordinating recovery efforts, advising on project survey needs, and helping train and guide survey team members

Additional Requirements

  • Must possess and maintain a valid Class C Non-Commercial Operator’s License

Minimum Qualification Requirements

The equivalent of four years of full-time engineering survey experience which included the operation of electronic and mechanical survey instruments;

OR

an equivalent combination of education and experience substituting the equivalent of thirty semester hours of college, university, or technical school course work in civil engineering, construction engineering, or photogrammetry for one year of the required experience with a maximum substitution of four years;

OR

employees with current continuous experience in the state executive branch that includes the equivalent of twelve months of full-time experience as an Assistant Survey Party Chief.

Additional Qualification Requirements

  • Designated positions in this class require possession of a valid Commercial Learner's Permit upon hire. Within a timeframe determined by the appointing authority, a valid Class A Commercial Driver's License with the required endorsements and applicable restrictions must be obtained and subsequently maintained in order to continue employment.
  • If a CDL is not required, all positions are required to have and maintain a minimum of a valid Class C Non-Commercial Operator's License.
  • In conjunction with Title 49 of the Code of Federal Regulations (parts 40 and 382), designated positions in this job class require a pre-employment drug screen and will require ongoing participation in the employer's random drug and alcohol testing program and will be subject to the regulations regarding the Federal drug and alcohol testing program.
  • Prior to starting employment, all persons are required to have a post offer pre-employment physical verifying the physical ability to perform the duties described.
  • Employees must be able to travel and may be required to stay away from home overnight during assignments.
  • Employees in designated positions must be able to work up to 16 consecutive hours.
