Job Description

The Iowa Department of Health and Human Services (HHS), Division of Family Well-Being and Protection, Bureau of Early Intervention Services is seeking a Program Manager to join our team!

This position will be domiciled (work location) in Des Moines. Telework may be an option for this position if requested by the employee and approved of by management.

This position is currently assigned to manage the Client Assistance Program (CAP).

CAP helps people with disabilities receive quality services by advocating for their interests and helping them identify resources, understand procedures, resolve problems, and protect their rights in the rehabilitation process, employment, and independent living services.

To Help Resolve Conflicts, The CAP Advocate May Use

  • Negotiation
  • Mediation
  • Conflict Resolution

The CAP Manager works directly with individuals with disabilities to help them access services and resolve issues with programs and services funded under the Rehabilitation Act or Title I of the American with Disabilities Act. The CAP Manager also serves on the State Rehabilitation Council and works with partners administering programs and services funded under the Rehabilitation Act to provide systemic advocacy to ensure that individuals with disabilities receive quality services.

This is a full-time opportunity, Monday – Friday with typical hours being from 8:00 AM- 4:30 PM. Overtime may be required based on business need.

This position performs non-supervisory program management work directing a program/organizational segment thereof that represent a limited part of the service area's total operations, collaborates with community entities and HHS staff on the planning and implementation of strategies for the delivery of

interventions and services to achieve results for clients. The ideal candidate will exhibit the ability to:

  • Apply essential elements of management and administration in assigned office, recognize and define a problem, gather facts using problem-solving tools, develop possible solutions, analyze each potential solution, compare the outcome of each solution and select the best solution to solve the problem.
  • Obtain information from a wide variety of sources, including written materials, telephone conversations and through computer databases and to be able to read and interpret the data
  • Comprehends and applies code and rule in the development and management of assigned programs to meet performance standards
  • Effectively communicate orally by expressing ideas and facts to individuals or groups; makes clear and convincing oral presentations; listens to others; facilitates an open exchange of ideas; build, foster and maintain partnerships at a variety of levels
  • Apply innovative solutions to problems; designs new methods where established methods and procedures are inapplicable or are unavailable

The Following Experience/skills Are Preferred

  • Experience in providing advocacy services to clients of agencies covered by the Rehabilitation Act. Advocacy includes:
    • Monitoring vocational rehabilitation policy development and deployment, investigating, and determining the level of program involvement and advocacy in problem resolution; and
    • negotiating to ensure appropriate vocational rehabilitation and independent living services are provided to applicants and clients
    • Critical thinking skills and plan development
    • Customer service including de-escalation of conflictual or adversarial situations
    • Excellent oral and written communication and report composition
    • Teamwork, collaboration, and consultation
    • Ability to multi-task
    • Ability to manage multiple deadlines

    Preference will be given for education or experience which correlates directly with the requirements and duties of the position.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    • Seven years of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility).
    • All of the following (a, b, and c):
    • One year of full-time work experience in the administration or operation/execution (i.e., providing consultation and/or technical assistance to stakeholders, research and analysis, or enforcement of program guidelines/policies/procedures) of a program (i.e., the provision of a service or an administrative oversight/enforcement responsibility); and
    • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
    • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in any field equals one year of full-time experience.
    • Graduation from an accredited school of law.
    • Current, continuous experience in the state executive branch that includes nine months of full-time work as a Program Planner 2 or twenty-seven months of full-time work as a Program Planner 1.
