Job Description

This is a non-merit position with the Iowa Health & Human Services – Compliance and Administration.

Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services – Human Resources Enterprise.

The Iowa Department of Health and Human Services (HHS), Division of Compliance, Bureau of Internal Audit is seeking a Public Service Manager 2 to join our team!

This position will direct and manage the performance of bureau staff, including the selection, discipline and termination of seven full time staff members. Assign work responsibilities to staff and monitor staff workloads. Ensure all federal, state and departmental policies, procedures and rules are adhered to and internal audit professional standards are met by bureau staff.

This position will also assist the Chief Audit Executive in the development of the division's strategic plan, goals, objectives and performance measures.

Responsibilities

  • Assume responsibility for the accuracy and propriety of all internal audit plans, research procedures, report findings and recommendations.
  • Ensure audit activities are conducted in accordance with the International Standards for the Professional Practice of Internal Auditing and the Code of Ethics of the Institute of Internal Auditors to include provision of audit services that are impartial, unbiased, free of conflicts of interest and independent in fact and appearance.
  • Assist department managers in creating action plans to address audit findings and monitor such action plans for achievement.
  • Advise the Chief Audit Executive on complex risk issues uncovered by the audit function including providing recommendations for mitigation of such risks.
  • Assist the Chief Audit Executive in completing the annual department risk assessment and in developing the department's annual audit plan.
  • Assign resources to complete the annual audit plan and monitor for plan achievement.
  • Represent the Chief Audit Executive at meetings, scheduled appointments when scheduling conflicts occur and when the Bureau Chief's expertise is needed.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

  • Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • All of the following (a and b):
  • Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • All of the following (a, b, and c):
  • Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
  • A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
