Position Overview
The Division of Behavioral Health and Recovery is seeking to hire an experienced, dedicated physician to serve as the Substance Use Medical Director and medical advisor for the Division’s substance use programs and services. This position will advise on current trends in medication interventions, with a specific concentration in utilization management, including new psychosocial therapies, disease management, outcomes monitoring, and research practice. The position will provide leadership and advise the Division regarding integrating substance use disorder, mental health, and primary care services through the development of policies, utilization review, data, and infrastructure. The position will represent the Division on related task forces and committees, participate in speaking engagements and conferences representing the Division, and serve as primary liaison to State agencies and community providers on medical issues related to substance use disorders. The Division of Behavioral Health and Recovery advances health and wellness for all people of Illinois through a comprehensive system of prevention, treatment, harm reduction, and recovery services. Essential Functions
- Serves as Substance Use Medical Director and medical advisor to Division of Behavioral Health and Recovery (DBHR) for utilization management, current trends in medication interventions, new psycho-social therapies, disease management, outcomes monitoring and research practice related to substance use disorders.
- Serves as medical advisor for DBHR for the integration of behavioral and physical health care within the Division and coordinates efforts with internal and external stakeholders.
- Provide medical director leadership in the development of best practice in addiction treatment services.
- Provides expertise and leadership for integrated behavioral healthcare systems and clinical programming for co-occurring disorders in adult and adolescent populations by supporting the delivery of developmentally appropriate substance use disorder services to adolescents.
- Serves as medical consultant to DBHR to provide clarification, review and determination for policies, procedures, grants, contracts, treatment and intervention services, legislation, administrative rules, and other relevant areas.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a valid Illinois license to practice medicine.
- Requires an American Board of Specialties certification or its equivalent in Family Practice, preferably in the subspecialty of Addiction Medicine.
- Requires three (3) years of substantive medical administrative experience directing, planning and evaluating a medical/clinical or medical program.
Preferred Qualifications
- Three (3) years of professional experience providing and coordinating addiction services, including the prescribing and administration of medication for opioid use disorder.
- Three (3) years of professional experience developing policies and guidelines related to the provision of substance use disorder services, including training of interdisciplinary personnel.
- Two (2) years of professional experience coordinating professional health services, disciplines and program support functions to administer a comprehensive medical health program, including performing quality assurance assessments of medical services and treatments provided to patients and/or individuals.
- Two (2) years of professional experience developing and maintaining effective working relationships across multiple clinical disciplines, as well as with government agencies, education and research institutions, and other organizations, communicating clearly and effectively with internal and/or external stakeholders daily regarding medical services.
- Two (2) years of professional experience managing and evaluating the delivery of medical care, treatment and services.
- Two (2) years of professional experience supervising staff in the medical field as well as other clinical professionals across multiple clinical disciplines.
- Two (2) years of professional experience conducting critical incident reviews and investigations and recommending changes to medical service programs.
Conditions of Employment
- Requires possession of a valid Federal DEA Controlled Medication license.
- Requires the ability to travel in performance of duties, including overnight stays as required.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
