Position Overview
Under administrative direction, serves as the manager of the Statewide Ventures unit. Plans, organizes, and develops policies and procedures related to Statewide Ventures, such as the National Accuracy Clearinghouse and Summer Electronic Benefits Transfer (EBT), establishes goals and objectives for the unit and manages day to day operations, implements agency policies and procedures; serves as a full-line supervisor to subordinate staff; develops, organizes, and generates production and forecasting reports related to areas such as NAC, EBT and IPV; reviews, analyzes, and provides input on statewide law, policy and code changes impacting specific programs as well as coordinating public information campaigns related to programs assigned to the Statewide Ventures unit. develop, monitor, manage and execute testing and design of all impacted technological systems. Travels in the performance of duties.
Essential Functions
- Serves as manager of the Statewide Ventures Unit.
- Serves as a full-line supervisor.
- Develops, organizes, and generates production and forecasting reports related to areas such as NAC, EBT and IPV.
- Reviews, analyzes, and provides input on statewide law, policy and code changes impacting specific programs as well as coordinating public information campaigns related to programs assigned to the Statewide Ventures unit.
- Develops, monitors, manages, and executes testing and design of all impacted technological systems.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires prior experience equivalent to three (3) years of progressively responsible supervisory experience in a public or private organization.
Preferred Qualifications
- Three (3) years of professional experience developing and implementing policies and procedures to ensure compliance with state and federal statutes for a statewide program.
- Three (3) years of professional experience developing, organizing, and generating production and forecasting reports, performing operational data analysis involving public aid assistance programs, such as Supplemental Nutrition Assistance Program (SNAP), using a public eligibility system, such as Integrated Eligibility System (IES), to determine validity and accuracy.
- Three (3) years of professional experience reviewing, analyzing, and providing input on statewide law, policy and code changes impacting specific programs as well as coordinating public information campaigns related to programs.
- Two (2) years of professional experience developing, monitoring, managing, and executing testing and design of technological systems.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to work overtime and/or outside of regular business hours.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
