The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $600 million in state and federal funds, 10 regional offices, 3 laboratories and over 1,100 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury. Situated in the Office of Health Care Regulation, the Bureau of Long-Term Care coordinates surveying activities and enforcement actions across all of Illinois' long term care facilities, ensuring quality of care and life for residents. Activities of the Bureau also include those aimed at collaborating with various stakeholders and other state agencies to transform long term care in response to an increased demand for high quality care and services throughout all programs and facilities.

Position Overview

The Illinois Department of Public Health is seeking a highly motivated, detailed orientated individual to serve as the Support Services Section Manager. This individual will organize, plan, execute, control, direct, evaluate and supervise the Support Services Section. Develops and implements standard operating procedures and policies for all administrative and support services for the Division of Compliance Assurance, including evaluating compliance with the LTC facility staffing ratio requirements, processing staffing ratio waivers, receiving completed survey reports from the regional offices, processing survey reports for state and federal deficiencies, receiving and responding to subpoenas and Freedom of Information Act requests, and data entry and reporting; in conjunction with the Training and Technical Direction Division, coordinates and implements training for section staff. This individual will serve as a working supervisor.

Job Responsibilities

  • Manages, organizes, directs, and evaluates the Support Services Section.
  • Serves as working supervisor.
  • Oversees the collection of LTC facility staffing data and evaluation for compliance with required staffing ratio requirements, the processing of staffing ratio waivers, and the processing of violations.
  • Ensures the timely completion of the survey process, the processing of violation notices arising from the complaint an annual surveys, and the preparation of information requests from the Department’s legal counsel, other state agencies, Federal CM, and the public through the Freedom of Information Act.
  • Reviews and drafts legislation, rules, and regulations for LTC facility compliance processes and procedures.
  • Corresponds with external parties, including industry representatives, LTC providers, Federal CMS, outside agencies and general public on matters related to LTCF staffing compliance, violations, determination outcome and surveys.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years college, preferably with courses in health care.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public health care program, preferably long-term care facilities.

Preferred Qualifications

  • Extensive knowledge of federal and state rules and regulations concerning licensure and certification of long-term care facilities.
  • Three years experience surveying in long term care facilities.
  • Three years experience analyzing and interpreting reports of survey findings.
  • One year experience exercising independent judgment as a working supervisor.
  • One year experience coordinating assignments and schedules and prioritizing survey activities.
  • One year experience developing and maintaining harmonious and productive working relationships with various administrative and medical personnel, local governmental agency personnel and recipients of health care programs.
