Position Overview
The Illinois Criminal Justice Information Authority (ICJIA) is seeking a Center Manager to lead the newly established Center for Community-Based Justice Research. This leadership role presents an opportunity to shape a research agenda that addresses the challenges faced by individuals returning from incarceration and other system impacted individuals to produce actionable, equity-centered research that informs policy and practice throughout Illinois. The Center Manager will supervise a team of researchers, engage community partners, and oversee a portfolio of applied research and evaluation projects related to reentry, reintegration, and community justice.
Essential Functions
- Formulates and implements policies and procedures for Research/Performance Measurement Program related to community-based supervision and services to individuals in custody in lieu of incarceration, in partnership with participating county or other governmental units through the State
- Serves as liaison with policy making officials within State, federal and/or local government, private agencies, organizations and academic institutions relating to data collection and analysis
- Provides technical assistance and training relating to Research/Performance Measurement plans, writes, edits, and presents technical reports stemming from research and data analysis
- Serves as full-line supervisor
- Provides information and assistance to members of the oversight board relating to the Research/Performance Measurement
- Undertakes special projects at the request of and reporting to the Associate Director and/or the Executive Director.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration
- Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Prefers a Master’s degree with coursework in criminal justice, public administration, public health, public policy and/or social service administration
- Prefers three years of progressively responsible administrative experience in policy development, program direction, evaluation, management, research and/or grant administration
- Prefers three years of experience in drafting papers, articles, reports, and presentations
- Prefers three years of experience delivering presentations and/or trainings to various professional and lay groups by giving presentations at local, regional, or national conferences, workshops, or trainings
- Prefers two years of professional experience utilizing extensive knowledge of public and business administration, principles, and practices
- Prefers three years of experience establishing and maintaining working relationships with agency staff and stakeholders, researchers, and practitioners
- Prefers experience working with government agencies, researchers/research institutions, or community-based organizations
