The Idaho Department of Health and Welfare, Division of Medicaid, is currently seeking a Program Specialist to support the Financial Recovery Unit and work independently and serve as a Subject Matter Expert for the Medicaid Estate Recovery Program. Successful candidates must display reliability, excellent communication skills, attention to detail, a high level of professionalism, and the ability to successfully coordinate and complete multiple tasks. This position is located in downtown Boise.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:

  • Identifies deceased Medicaid recipients over age 55 and any estate resources for recovery of Medicaid funds
  • Researches policy, regulations, and other resources and develops interpretations
  • Determines appropriate collection techniques for recovery of Medicaid funds from various sources
  • Works with program staff to determine trends and resolve technical problems
  • Responds to inquiries from field staff and other department units, state officials, and the public
  • Plans and implements quality strategies and measures and conducts quality assurance reviews
  • Develops program forms and letter templates
  • Prepares program informational material for the media, legislators, other agencies, providers, clients, and the public
  • Develops and provides program related training to others
  • Reviews reports and case samples to determine accuracy and adequacy of program policy implementation

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

  • Some knowledge of management practices. Typically gained through completion of a college-level course or 20 hours of management training that included all the essential elements of management (Planning, Organizing, Leading, Controlling); OR three months of experience performing all management elements.
  • Some knowledge of program or project planning and implementation . Typically gained through at least one year experience on a committee or with a group that involved program planning and implementation.
  • Experience developing and evaluating policies and procedures . Typically gained through six months experience writing or assisting in reviewing/auditing and developing policies, procedures, field memorandums, directives or post orders.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

  • Some knowledge of management practices, program or project planning and implementation. Typically gained by at least 6 months of professional work experience where this was part of the job responsibility.
  • Experience developing and evaluating policies, procedures, training and presentation materials; reviewing documents for accuracy, completeness , and compliance. Typically gained by at least one year of professional work experience where this was part of the job responsibility.
  • Good knowledge of current Medicaid Financial Recovery Office programs and their associated services and policies. Typically gained by at least one year of professional work experience where this was part of the job responsibility.
