Legislative Librarian

GENERAL DESCRIPTION: To perform professional library work, including research and reference services, collection management, and indexing. The Legislative Librarian works in the Legislative Research Library within the Research and Legislation Division of the Legislative Services Office (LSO) under the supervision of the Division Manager. Guidelines include LSO policies and procedures and accepted practices and standards for research libraries. This is a non-partisan position.

RESPONSIBILITIES:

Reference service: Perform confidential research for legislators, legislative staff, and LSO colleagues. Research legislative history, state and federal statutes & codes, rules & regulations, case law, government documents, legal texts, and archives. Utilize print sources, an automated library catalog, Internet resources, government record repositories, state agencies, and WESTLAW. Guide patrons how to find information on the Legislature’s website. Answer legislative process questions and bill status requests. Patrons include legislators, the public, attorneys, court personnel, state agencies, prison inmates, students, and research professionals in other states.

Indexing: Create the subject index of bills for the Legislature’s website, Senate and House journals, and Session Laws. Oversee committee minute indexing.

Acquisitions, cataloguing, and classification: Accept committee minutes from the Senate and House staff to be bound, catalogued, and made available to the public. Oversee original cataloging of a variety of materials according to national standards, using Book Systems’ ATRIUUM program. Identify preservation concerns throughout the collection and create an ongoing preservation plan.

Management: Supervise the Assistant Librarian and any session staff or interns. Oversee the archival materials housed in the library in addition to the book collection. Maintain library patron statistics. Manage vendor relationships with legal research services.

Other Provide staff support for legislative committees.

MINIMUM QUALIFICATIONS: LSO invites qualified, motivated applicants to apply. Relevant education and experience will be viewed favorably.

PREFERED QUALIFICATIONS: • Five years’ experience doing professional level work in libraries or the legal field. • Substantive research experience, including online database searches. • Non-partisan background. • Experience providing excellent customer service. • A Master’s in Library Science (or a related discipline), a J.D., or similar education or experience • Original cataloging experience. • Knowledge of state government structure and legislative procedures
