The Idaho Department of Lands (IDL) is seeking a full-time GNA Bureau Chief. This position will be located at our Coeur d’Alene Staff Office.

Description

To manage bureau staff and operations including planning, organizing, staffing, and directing all related activities and systems; complete special projects; perform related work.

KEY RESPONSIBILITIES

Strategic Initiatives

  • Develop and implement the Bureau's strategic direction, goals, policies, and procedures in alignment with the Department's mission and Division priorities.
  • Establish long-range priorities that advance Good Neighbor Authority, Shared Stewardship, and other federal land management initiatives.
  • Recommend policy, legislative, and operational improvements to executive leadership.
  • Monitor emerging federal legislation, regulations, and funding opportunities and communicate impacts to Department leadership.
  • Prepare executive briefings, reports, and legislative materials to support agency decision-making.

Program Management

  • Direct the statewide administration of the Good Neighbor Authority Bureau, ensuring programs are delivered safely, efficiently, and in compliance with applicable laws, regulations, and agency policies.
  • Oversee the development and administration of cooperative agreements, grants, contracts, and restoration projects.
  • Develop and manage Bureau budgets, monitor financial performance, and allocate resources to achieve program objectives.
  • Evaluate program effectiveness, establish performance measures, and implement continuous process improvements.
  • Provide technical guidance and policy interpretation to staff and partner agencies.

Leadership/Management

  • Lead, supervise, and develop Bureau staff by establishing work priorities,
  • performance expectations, and professional development opportunities.
  • Foster a culture of collaboration, accountability, safety, and continuous improvement.
  • Oversee workforce planning, hiring, performance management, coaching, and employee development.
  • Coordinate Bureau activities with Division leadership and other Department programs to achieve shared organizational goals.

Public Relations

  • Serve as the Department's primary representative for Good Neighbor Authority and related federal land management issues.
  • Build and maintain collaborative partnerships with federal, tribal, state, local, industry, and conservation partners.
  • Represent the Department before legislative committees, advisory groups, professional organizations, and public meetings.
  • Communicate Bureau priorities, accomplishments, and emerging issues to agency leadership, stakeholders, elected officials, and the public.
  • Deliver presentations, training, and outreach to promote the Department's mission and forest restoration initiatives.

MINIMUM QUALIFICATIONS

Experience:

  • Managing staff and programs
  • Administering policies and procedures
  • Assessing program/project outcomes
  • Interpreting and applying federal and state laws, regulations and/or directives
  • Preparing and presenting oral presentations to executives or governing boards
  • Writing business documents and reports

DESIRED QUALIFICATIONS

Leadership and Supervisory Experience

  • Two or more years of supervisory experience with demonstrated ability to lead staff, assign work, and develop team capacity.
  • Ability to develop and manage complex, independent work plans and long-range program strategies, analyze data and draw sound conclusions.
  • Ability to cultivate and maintain effective working relationships with diverse stakeholders, agency partners, tribal nations, and other groups engaged in federal land management.
  • Ability to interpret and communicate federal policy clearly and consistently to internal and external audiences.
  • Ability to represent the program publicly, including presenting to large groups and producing clear, professional written materials.
  • Ability to work both independently and collaboratively as part of a team on concurrent assignments.

Technical Knowledge and Experience

  • Three or more years of professional experience in natural resource management, biological sciences, land use, or environmental planning within the Pacific Northwest.
  • Strong understanding of environmental planning principles, techniques, and current trends, including applicable federal and state environmental laws, policies, and programs.
  • Familiarity with governmental administrative structures at the federal, state, and local levels.
  • Working knowledge of current and historical environmental, social, and resource management challenges affecting federal and state land programs.
  • Demonstrated understanding of natural resource planning methods and objectives.

Federal Regulatory and Good Neighbor Authority Expertise

  • Demonstrated knowledge of federal policies and procedures associated with the U.S. Forest Service and other federal agencies, including National Environmental Policy Act (NEPA) and related statutes commonly applied in federal project planning and implementation.
  • Demonstrated knowledge of Good Neighbor Authority including experience drafting and implementing projects under federal agreements.
  • Two or more years of experience of project oversight and implementation including commercial timber harvest, hazardous fuels reduction, transportation system maintenance, invasive species management, or other restoration work on federal lands.

Under the direction of the Idaho State Board of Land Commissioners , IDL manages more than 2.5 million acres of state endowment trust land under a constitutional mandate to produce maximum long-term financial returns for public schools and several other State of Idaho institutions. Leases and other contracts are used to authorize revenue generating activities such as timber harvest, grazing, farming, mining, commercial use, residential use, and conservation in a prudent and sustainable manner. Managing endowment trust lands is only part of our story. We also protect public resources such as water quality, fish, wildlife habitat, and recreation on navigable waterways , and ensure the protection of water quality and other resources by overseeing forestry and mining practices across all ownerships in the state. We also work to reclaim abandoned mines in Idaho. One of our most important resource protection responsibilities is fire prevention and suppression. We also aid landowners in managing their forest lands, working with communities to plant trees in urban settings, help keep working forests working through the Forest Legacy Program, and work with many partners to promote healthy forests on a landscape level. IDL also is the administrative arm of the Idaho Oil and Gas Conservation Commission.
