This position supports the mission of the Department of Health and Welfare to “strengthen the health, safety, and independence of Idahoans” by providing regulatory oversight and support to Certified Family Homes (CFHs). A CFH is a home and care provider certified by the department to provide housing and care for up to four (4) vulnerable adults (aka, “residents”) who live in the care provider’s personal primary residence. A certifying agent monitors the physical condition of the CFH and the care and treatment of the residents. When the certifying agent determines the care provider is substantially compliant with program regulations, the certifying agent issues a CFH certificate. By partnering with care providers and employing the program’s progressive enforcement philosophy, a certifying agent ensures residents have a safe, family-style living environment integrated into their local community where they receive quality care with a focus on honoring their rights. This position will be located in Grangeville, Lewiston, Moscow, or Orofino.

This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

Example of Duties

• Answer inquiries about the program and the regulations that govern it.
• Review/process applications and train new providers on program requirements.
• Review/process requests for resident admissions and discharges.
• Review/recommend decisions for petitions of waivers and variances to program rules.
• Review and disposition critical incident reports.
• Investigate complaints and critical incidents wherein a violation may have occurred.
• Conduct initial certification studies, recertification surveys, desk reviews, relocation surveys, follow-up surveys, and other regulatory oversight work as needed to evaluate providers' compliance with program requirements.
• Write clear, evidence-based reports to describe survey and investigation findings.

MINIMUM QUALIFICATIONS:

You must possess all the minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum qualifications for this position. Failure to do this may disqualify you from being considered for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.

• Good knowledge of medical service delivery systems. Typically gained by completion of at least two college courses in a medical/health services field, public health or health care administration or related field (including but not limited to psychology, special education, RN, LPN, medical office assistant, etc.) AND one year of experience applying the knowledge in a medical service delivery system OR at least two years of experience as described.
• Some knowledge of current laws and regulations governing Title XIX Medicaid programs. Typically gained by one year of experience where knowledge and understanding of Title XIX Medicaid laws and regulations was a job responsibility.
• Some knowledge of training methods. Typically gained by successful completion of coursework or workshops of 16 hours or more covering communication concepts, learning styles, course design, and presentation skills or experience in presenting formal training sessions to groups.
• Experience developing instructional materials. Typically gained by one year of experience actually developing (not just presenting) instructional course content and materials.
• Experience evaluating program policies and procedures and recommending changes. Typically gained by one year of job experience which included the opportunity to evaluate the employer’s policies and procedures and provide input and/or recommend changes. Experience comparing employer’s policies and procedures to Medicaid or other governmental regulatory requirements would qualify as experience.

Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.

• Experience evaluating compliance with regulations or policies. Typically gained by holding a position for at least one (1) year that included the responsibility to regularly monitor and report on actual performance versus established expectations.
• Knowledge of conducting investigations. Typically gained through completion of a formal curriculum of at least 24 training hours regarding conducting investigations for a professional agency; or holding a position for at least one (1) year that included intake of allegations, collection and consideration of evidence, and evidence-based report writing to support a conclusion.
