Summary:

The Idaho Division of Human Resources is seeking a Learning & Development Specialist to join our growing Statewide Facilitated Training Team. In this role, you’ll be part of a collaborative group dedicated to building skills and strengthening Idaho’s public workforce. We are seeking individuals who are passionate about adult learning, skilled at creating engaging training experiences, and motivated by helping employees and supervisors succeed and grow in their careers.

As a Learning & Development Specialist, you will deliver interactive in-person and virtual-led training, coordinate key program logistics, and help shape statewide learning resources that strengthen Idaho’s public workforce and make a lasting impact across agencies.

R esponsibilities:

Instruction & Facilitation

  • Deliver engaging in-person and virtual training sessions for state employees and supervisors.
  • Create positive learner-centered training environments.
  • Evaluate session effectiveness using participant feedback, leadership input, and instructional best practices.
  • Assist with refining instructional materials, including slides, videos, activities, handouts, and course guides.

Program Coordination & Administration

  • Manage course logistics, including scheduling, room setup, registration, and communication with participants.
  • Maintain accurate training records and attendance within the Learning Management System (LMS).
  • Enter course offerings into the LMS and support billing activities for statewide facilitated courses.
  • Provide administrative support to trainers and subject matter experts to ensure sessions run smoothly.

Learning Experience & Curriculum Support

  • Contribute to the development and improvement of statewide learning pathways for employees and supervisors.
  • Assist with the creation and maintenance of online resource libraries, job aids, and quick reference materials.
  • Partner with Program Managers, SMEs, and fellow trainers to ensure consistency, quality, and alignment across statewide L&D initiatives.

Minimum Qualifications:

Good knowledge of:

  • Learning and development methods.

Experience:

  • Presenting learning instruction to adults;
  • Planning and organizing events;
  • Using web-based meeting platforms (such as Teams, Zoom, or Webex);
  • Using electronic presentation software (such as Microsoft PowerPoint).

Desirable Qualifications:

  • Crucial Learning instructor certifications (e.g., Crucial Conversations, Crucial Accountability, Influencer, Mastering Dialogue)
  • Other recognized personality or behavioral assessment facilitator certifications (e.g., MBTI, DiSC, Insights, StrengthsFinder)
  • Demonstrated ability to use AI tools to improve efficiency, support curriculum design, and enhance virtual, in-person, or OnDemand learning experiences.
