Duties Summary
The Tax Research and Planning Officer conducts research on tax revenues, tax impact, and economic conditions affecting State taxation programs; develops tax revenue plans to meet State government expenditure needs, analyzes tax structures and recommends tax legislation to meet such needs; supervises and participates in the preparation of regular and special statistical and other research reports; and performs other duties as assigned.
This position is responsible for a technical staff office. Duties include advising the Director of Taxation on tax revenue estimates, State expenditure estimates, and economic conditions affecting taxes; and assisting the Director by analyzing tax structures, conducting studies and recommending changes in tax legislation to meet revenue needs. Activities of the office include the maintenance of tax data collection, making statistical analyses and projections, making proposals for statutory changes and comments on proposed legislation, and initiating and conducting surveys and studies of the results of tax programs in other jurisdictions.

Legal Authorization To Work
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited university with a minimum of six (6) credit hours or its equivalent in the area of statistics, including but not limited to course work in statistical inference, confidence intervals, hypothesis testing, regression theory and other topics of commensurate difficulty and responsibility.
Excess work experience as described in the General or Specialized Experience sections below, or any other progressively responsible administrative, professional or analytical work experience which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study leading to a baccalaureate degree may be substituted for education on a year-for-year basis, except for the coursework in statistics.
General Experience: TWO (2) years of progressively responsible work which has provided an understanding of the principles of policy and program development, statistical and technical analysis, administration and economics.
This work experience MUST demonstrate the individual's ability to develop and direct studies designed to evaluate complex economic policies and programs currently in effect and having broad basis in either the public sector or a large corporation.
In the course of conducting these studies the individual should have demonstrated the ability to recognize and acquire significant data, determine processes by which to analyze the data either statistically or by other evaluative methods and extrapolate not only the economic implications and ramifications produced by parametric modification but also forecast the final overall results. The results of these studies and analyses should be of such merit so as to be significant to the decision-making process involved in producing major public or corporate policy statements and programs.
Further, this work should demonstrate the applicant's awareness of administrative concerns and the ability to formulate a comprehensive, integrated, statistically-based program which incorporates administrative constraints and considerations.
Quality Of Experience
The combined education and experience must demonstrate knowledge of the principles of taxation, statistical analysis techniques, public finance, economics, and public administration. It is essential that the background not only indicate knowledge of these principles but more importantly demonstrate the ability to apply the knowledge in conjunction with research and analytic techniques in evaluations contributing to the development of public or corporate programs, proposals, policies and recommendations.
Examples of qualifying General Experience include but are not limited to the following:
Such experience must demonstrate knowledge of the current state of the science of evaluative techniques and concepts; current information sources in the field of public finance and economics; and the ability to exercise initiative and insight in the analysis of programs and proposals involving public finance and prevailing economic conditions with respect to both short- and long-range implications.
Supervisory Experience: TWO (2) years of experience supervising technical employees in the conduct of research projects. This experience may have been gained concurrently with the general or specialized experience described above. This experience must have included: 1) Planning and directing the work of others; 2) Assigning and reviewing the work of others; 3) Advising others on difficult problem areas; 4) Timing and scheduling work of others; 5) Training and developing subordinates; and 6) Taking disciplinary action as necessary.
Administrative Experience: ONE (1) year of administrative experience which involved active participation in, and MAJOR responsibility for the development, management, execution and coordination of policies and programs.

- Progressively responsible experience as an independent research economist preparing broad and comprehensive analytical studies relating to programs and projects of the greatest difficulty, complexity and diversity.
