Salary:

  • Human Resources Specialist III - $4,961 to $6,043 per month (SR-20, Step D to I)
  • Human Resources Specialist IV - $5,369 to $6,535 per month (SR-22, Step D to I)
  • Human Resources Specialist V - $6,043 to $7,351 per month (SR-24, Step D to I)

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

The notice of the last day to file applications will be posted on the State of Hawaii's Civil Service Job Opportunities Listing page of our website.The position is located in the Employee Claims Division of the Department of Human Resources Development, and participates in the administration of the State's self-insured workers' compensation program.  The duties and responsibilities include handling complex cases on behalf of the employer, investigating possible abuses of workers' compensation claims, presenting cases for workers' compensation hearings, and conducting studies and making recommendations for the development and improvement of the workers' compensation system.
Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

To qualify, you must meet all of the following requirements:

Basic Education/Experience: A bachelor's degree from a regionally accredited four-year college or university.

Selective Certification - Workers' Compensation Claims Management Experience: 
One and one half years (1 1/2) for level III and two and one half years (2 1/2) for level IV of progressively responsible professional work experience in the area of workers' compensation, which involved one or a combination of the following:
1) Investigating, monitoring, analyzing, adjusting and settling insurance claims on behalf of the employer; and/or
2) Tracking and monitoring the progress of open claims; fact-finding as required for the processing and management of claims; auditing documentation for conformity with applicable laws, rules, and regulations; preparing reports and official documentation for cases and/or claims; and providing advisory services to supervisors, managers and/or employees concerning the interpretation and application of laws relative to the program area.

At the V Level, three and one half (3 1/2) years of progressively responsible professional work experience in the area of workers' compensation, which involved investigating, monitoring, analyzing, adjusting and settling insurance claims on behalf of the employer. 

Supervisory Aptitude: For level V only, supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
