The Florida Commission on Offender Review performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post-release decisions affecting inmates and ex-offenders. The commission functions as a quasi-judicial, decision-making body. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make a variety of determinations regarding parole and other releases.

DESCRIPTION:

 

The incumbent of this position will be involved in all areas of human resources and will act in a confidential capacity assisting the Human Resources Administrator with the following human resource functions which impacts employees covered by collective bargaining agreements.

 

Creates and maintains the recruitment files. Advertises vacant positions and responds to applicant inquiries regarding advertised positions. Process new hire packets and prepares the new employees' offer and appointment letters. Initiates the onboarding checklist for new employees and monitors the completion of all onboarding tasks. Ensures that new employee documents are received within the first two weeks of employment. Follows up on outstanding documents. Timely initiates the new employees' PARS. Create personnel files.

 

Provides interpretations of personnel rules, statutes, and agency policies to everyone within the Commission, independently or with assistance from the Human Resources Administrator, depending on the complexity of the question. Conducts

research regarding human resource issues to provide customer service and consultative assistance to supervisors and staff. Explains state and other group insurance programs to employees.

 

Assists Human Resources Administrator with preparation of classification packages, updating position descriptions, and agency organizational charts.

 

Assists Human Resources Administrator with maintaining the Family Medical Leave Act (FMLA) process, assist in updating the Internal Operating Policies and Procedures, and assist with maintaining the Sick Leave Transfer Plan and Sick Leave donation program.

 

Maintains agency personnel files. Prepares inactive records for retention and/or destruction. Attend Human Resources meetings

Run monthly reports and completes employment verification requests.

 

Performs special tasks as assigned by the Human Resources Administrator and Director of Administration.

 

MINIMUM REQUIREMENTS:

  • High School Diploma
  • Bachelor’s degree preferred 
  • 1 year of HR experience

 

KNOWLEDGE, SKILLS, AND ABILITIES:

    • Knowledge of basic principles of personnel administration.
    • Knowledge of personnel program functions.
    • Knowledge of the principles and techniques of effective communication.
    • Knowledge of the methods of data collection.
    • Ability to organize data into logical format.
    • Ability to compose correspondence.
    • Ability to utilize problem-solving techniques.
    • Ability to perform basic arithmetical calculations.
    • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to personnel Program functions.
    • Ability to prepare reports relating to personnel Program functions.
    • Ability to plan, organize and coordinate work assignments.
    • Ability to communicate effectively.
    • Ability to establish and maintain effective working relationships with others.

 

 

Preference may be given to applicants that possess a bachelor’s degree or higher from an accredited college or university.

 

As part of the interview process, a work sample may be required.

Background investigations shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies. Also, employees are subject to background re-screening.”
