OPS Financial Analyst / Accountant (Full-Time OPS)

Your Specific Responsibilities:

We are seeking a highly analytical and detail‑oriented professional to support division wide fiscal operations, accounts receivable management, and process improvement initiatives. This role performs administrative, analytical, and consultative work to strengthen operational efficiency and ensure the accuracy and accountability of division funds. The incumbent works closely with the Division Works Accountant, Senior Health Budget Analyst A, and Senior Health Budget Analyst B. This position will serve as a key liaison to internal and external partners.

 

Key Responsibilities

 

Accounts Receivable & Financial Reporting

  • Analyze accounts receivables for returned cash items, fines, and costs.
  • Serve as point of contact to the public for returned cash items, fines, and costs.
  • Serve as the primary liaison to the Division of Administration regarding receivables and financial transactions.
  • Monitor, compile, and coordinate notifications for accounts submitted to state‑appointed collection agencies and for account write‑offs.

 

Operational Analysis & Process Improvement

  • Monitor, review, and prepare analyses of internal tracking reports to identify trends, discrepancies, and opportunities for improvement.
  • Recommend enhancements to operating systems, workflows, and internal processes.

 

P‑Card & WORKS System Administration

  • Serve as the division’s backup WORKS champion and auditor, fulfilling approver and secondary accountant roles.
  • Maintain a master list of cardholders, including primary approvers and accountants.
  • Review and monitor daily P‑Card charges for accuracy and compliance.

 

General Administrative Support

  • Perform related duties as assigned to support the fiscal, administrative, and operational needs of the division.

 

 

Required Knowledge, Skills, and Abilities:

  • Strong analytical and problem‑solving skills.
  • Experience with accounts receivable, financial reporting, or budget monitoring.
  • Knowledge of state financial systems, WORKS, or P‑Card administration preferred.
  • Ability to interpret policies, procedures, and statutes.
  • Excellent communication and organizational skills.
  • Proficiency in data analysis and report preparation.

 

Minimum Qualifications:

One year of experience in administrative, analytical, fiscal, or budget‑related work.

 

Preferred Qualifications:

  • Experience in state accounting systems such as FIS, WORKS, or STMS.
  • Experience working in government, health care, regulatory environments, or other mission-driven public sector settings.
  • Experience working with the public in relation to returned payment items.
  • Ability to work effectively in situations with evolving priorities or incomplete information.

This is a fully on-site position based in Tallahassee.  Employees are required to work from our Tallahassee office five days per week with no regular telework or remote option.
