INTERNAL AGENCY OPPORTUNITY

This position requires daily in-office or field work.

Position Duties & Responsibilities

This is a grant funded position assigned to the Broward County Health Department primarily responsible for leading the Opioid to Action (OD2A) Grant activities. Broward County Health Department coordinates a multi-pronged, multi-sector approach to access high quality, complete and timely data on opioid prescribing and overdoses through enhanced surveillance activities and use the data to inform targeted and effective prevention and response through integrated planning and partnerships. Broward County Health Department partners with 20 emergency departments, Broward Sheriff’s Office, Office of the Medical Examiner and Trauma Services (OMETS) and Emergency Medical Services (EMS) Providers to increase the use of shared data systems, to enhance surveillance and provide investigations by trained epidemiology staff. Broward County Health Department works on enhancing the Prescription Drug Monitoring Program (PDMP) and with Emergency Departments to provide navigation and linkages to care and implement evidenced based policies and procedures. Broward County Health Department leads an Overdose Fatality Review and educates the medical community, youth and families on opioid use including a targeted social marketing campaign.

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Administration: This individual will develop and monitor the Opioid to Action (OD2A) budget. Submit all required reports, assessments, surveys etc. in an accurate and timely manner. The incumbent in this position is required to satisfactorily complete all required trainings. The incumbent will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for assigned program area. This will require reviewing and monitoring of Other Cost Adjustment (OCA) budgets and Employee Activity Record (EAR) completion in an accurate and timely manner by the incumbent and all employees under their direct supervision. The incumbent must possess the necessary knowledge, skills, and abilities to be able to meet the core competencies regarding budget responsibilities and the computer skills to navigate the budget. The incumbent is required to review assigned program budgets and OCA balances monthly and at a minimum meet with the County Health Department (CHD) Business Office quarterly to make any necessary budget adjustments. Responsible for issued Purchase-Card for emergency and non-emergency Department-related expenses.

Planning: This position will support collaboration between project staff and stakeholders from various coalitions, committees, and councils that are focused on reducing and preventing intentional and unintentional injuries and deaths in the state of Florida. This includes facilitating partnership activities and meetings; developing and distributing communications materials; conducting information-gathering projects; and maintaining accurate records of correspondence, meetings, and project activities. Work with local, state and federal agencies on joint planning as required.

Performance Excellence: Oversee all performance excellence activities for the OD2A including entering and monitoring performance metrics in Active Strategy Enterprises.

Program: Activities include surveillance and prevention program components. Surveillance activities include innovative surveillance of the illicit opioid drug supply and innovative morbidity/mortality surveillance. Prevention activities include: improving the capacity of the Prescription Drug Monitoring Program (PDMP) functionality and increasing state inter-operability; improving State-local Integration through targeted mini-grants to local communities with evidence of need, making use of proven evidence-based strategies; linkage to care through DCF partnership to establish and improve peer-navigator programs; supporting providers and health systems through an assessment of substance abuse/behavioral health service providers; a School-Health/Public Safety Partnerships increasing the capacity of Professional Registered School Nurses to implement substance abuse health education and activities; empowering individuals through directed communications and outreach activities that cover a range of opportunities and audiences; and through a Prevention Innovation paramedicine project based on novel harm reduction techniques. The Program Manager will provide oversight, direction and supervision for the Prevention Component of this grant funded program, including oversight of the Peer-to Peer Learning Coordinators and contracted components of the grant.

Minimum Qualifications

  • Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Current employee of Florida Department of Health. Applicants accepted only from Department of Health employees, (includes OPS, Career Service, SES or SMS employees). Applicants will not be accepted from outside of the department.
  • This position requires daily in-office or field work. Willing to physically come in the office daily and perform field work.
  • Valid driver's license, free of major infractions and access to an automobile to be utilized for work purposes.
  • Experience supervising paid staff.
  • Experience overseeing a federal grant.
  • Experience overseeing a budget.
  • Experience performing oversight of contracted providers.
  • Experience leading a Public Health or Prevention Program.
  • Experience implementing overdose prevention strategies and evidence-based treatment options for substance use disorders.

Preferred Qualifications

  • Bachelor’s degree from an accredited college or university.
  • Minimum of four (4) years of professional experience in a Public Health or Prevention Program.
  • Minimum of four (4) years of professional experience serving on or leading community coalitions.
  • Minimum of four (4) years of professional experience working with the CDC OD2A: LOCAL grant.
