Requirements

  • High School diploma or equivalent
  • Fire Inspector certification under the provisions of Chapter 633.081 (2), Florida Statues.
  • Five (5) years’ experience in the application and enforcement of fire, building, or life safety codes.
  • Valid Driver’s License.

Preferences

  • A post-secondary degree from an accredited college or university in Fire Science General Studies.
  • Three (3) years’ experience supervising subordinate employees.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of and compliance with 633.052(1)(2), and 633.081(2), Florida Statutes.
  • Knowledge of the principles and techniques of effective verbal and written communication.
  • Knowledge of automatic fire suppression systems.
  • Knowledge of electronic fire warning equipment installation, testing and maintenance.
  • Ability to read and understand construction documents to include plans and specifications.
  • Ability to understand and interpret laws and uniform codes and standards relating to fire safety.
  • Ability to work in confined spaces and/or high places.
  • Ability to work for long periods of time under varying weather and temperature conditions and moderate to strong exertion.
  • Ability to use problem-solving techniques.
  • Skilled in the use of instruments and devices utilized to measure water flow and pressures.
  • Ability to function as a part of a team.
  • Ability to work independently with limited supervision.
  • Ability to safely operate motor vehicle.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Brief Description Of Duties

As a representative of the State Fire Marshal, plans; organizes; manages and guides all regional activities including, but not limited to required inspections of state owned and state leased properties; inspections of statutorily regulated industries; inspections of public schools and community colleges; budget and training management; personnel development; travel; attendance and leave; and vehicle usage. Plans workloads, work flows, deadlines, work objectives and time utilization with all staff in the assigned Region. Evaluates employees through establishing evaluations criteria and responsibilities and meeting regularly with employees to ensure the established criteria are met. Communicates on a regular basis with employees both individually and in staff meetings. Trains all employees in methods for performing duties effectively and efficiently. Directs the work of employees to ensure best use of time and resources. Motivates employees to improve the quality and quantity of work performed. Provides assistance to personnel and organizational units engaged in conducting organizational surveys and methods and procedures surveys. Prepares reports of recommendations. Formulate the implementation of procedures, standards and guidelines to provide effective management and operation for the Region office. Provides detailed training to all assigned Personnel in the Region on the Citizen Serve database. Ensures timely submission of information of inspection records and training records. Approves leave requests and People First timesheets.

Develop and implement in service training programs for adopted codes and standards to ensure the appropriate knowledge, skill and performance of all assigned Personnel. Train, guide and direct all Personnel in the collection and preservation of evidence, and perform as an expert witness for the State in criminal and civil litigation, and administrative hearings. Assist and direct all Personnel with filing affidavits in accordance with appropriate Statutes, and adopted codes and standards . Disseminate required information up and down the chain of command and supervision. Conduct employee performance evaluations when required. Maintain close liaison with other Bureau Supervisors to exchange ideas and recommendations concerning uniform interpretation and application of laws, administrative rules, codes and standards on a statewide basis. Represent the Bureau in meetings involving fire laws, administrative rules codes and standards when necessary or required. Provide interpretive and technical assistance to architects, engineers, contractors, municipal and county fire and building officials, private industry and the general public. Respond to verbal and written inquiries regarding complaints; administrative rules; codes and standards as an administrative interpreting authority pursuant to Chapter 633, Florida Statutes. Direct and advise all Personnel in the proper interpretation of uniform standards, and the determination of acceptable equivalent levels of safety based on experience; sound engineering principles, and accepted alternatives and standards. Maintain close liaison with other regional supervisors to exchange ideas, discuss technical matters, and ensure that plans and actions affecting all regions and personnel are coordinated.

Develop and manage a Loss Control Program to eliminate or mitigate conditions, operating practices and other factors that may result in injury or property damage, or cause loss of life due to fire or panic. Coordinate correction of violations of applicable laws, rules, and regulations. Establish and maintain working relationships with area fire departments and develop training programs to assist fire officials with statutes and uniform laws. Conduct record and computer audits of service offices to ensure that all regional personnel follow division and bureau policies and procedures. Check records of work completed and pending to ensure compliance with State Statutes. Maintain prescribed records and other materials pertinent to the discharge of personal duties and responsibilities.

Assist Specialist Personal when necessary. Assist the State Attorney and other state legal entities, when required. Participate in emergency operations as a member of the department’s disaster response team, and perform other related assignments when necessary or required by higher authority. The incumbent of this position is a member of the DFS’ disaster response team and in that capacity may be required, on short notice, to perform duties and necessary attendant travel in support of disaster relief efforts. Performs related work as required.
