CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program. 
  3. The Department of Military Affairs is paid on a monthly basis.
  4. This position is a Cooperative Agreement position.
  5. As a CANDIDATE, you are required to provide documentation (i.e., High School Diploma or Equivalency, College Transcripts, ETC.) to verify meeting these Minimum Qualifications.
  6. Must be able to obtain a completion of a favorable National Agency Check background investigation clearance.

MINIMUM REQUIREMENTS:

  • A High School Diploma or equivalent; AND
  • Seven (7) years of professional, full-time-equivalent experience in Environmental Engineering or related field;
  • Education may substitute for experience on a year-for-year basis.

 

DUTIES AND RESPONSIBILITIES:

  • Manage the Hazardous Waste Turn-in Program and operation of Hazardous Waste Accumulation Area at Camp Blanding Joint Training Center and Jacksonville Army Aviation Support Facility #1. Collect, review and complete waste turn-in paperwork and coordinate pick-up for transportation. Properly label and store waste according to federal regulations, manage internal tracking and manifest documentation for waste storage and disposal. Complete required inspections of waste accumulation areas.  Inspect and test all safety equipment associated with the Hazardous Waste Accumulation Area.  Conduct routine housekeeping, ensuring area is consistently clean and organized.  Understand and follow established plans, policies, and standard operating procedures.  Provide specific information pertaining to environmental issues to assist the Compliance Manager.
  • Track waste volumes received and storage times for compliance with EPA requirements for a Small Quantity Generator (SQG). Complete tracking of all hazardous, non-hazardous, universal, and other regulated and non-regulated waste streams generated at Camp Blanding Joint Training Center and Jacksonville Army Aviation Support Facility #1.  Generate reports on a weekly and monthly basis for manager and leadership review.
  • Complete and maintain waste determination documentation of known and unknown waste streams to include document review (product labeling, Safety Data Sheets, Technical Data Sheets, and user knowledge), as well as unknown waste streams (conduct sampling and interpretation of laboratory reports). 
  • Complete facility walk-throughs and internal assessments to ensure compliance with state and federal regulations.  Log and track deficiencies utilizing the Environmental Performance Assessment (EPAS) system to ensure corrective actions are taken in the appropriate timeframe.
  • Conduct inspections of all universal and hazardous waste storage points at the Camp Blanding Hazardous Waste Accumulation Area and Jacksonville Army Aviation Support Facility #1.  Conduct inspections related to regulated and up-regulated storage tanks and Spill Prevention and Contingency Plan at Jacksonville Army Aviation Support Facility #1.
  • Serve as a point of contact for all hazardous material spills or releases at Camp Blanding Joint Training Center and Jacksonville Army Aviation Facility #1.  Respond to all spill and other hazardous material releases in a timely manner.  Act as on-scene coordinator to ensure appropriate spill response procedures are taken and provide expertise for any clean-up activities.  Complete any required reporting procedures to the state.  Notify and coordinate response activities and track ongoing clean-up and mitigation activities for larger releases requiring contract vendor support.  Maintain stock and inventories of spill response supplies and equipment.
  • Assist with Environmental Officer (in-person initial and refresher classroom) trainings at Camp Blanding.  Provide Environmental briefs as required to Command and maintenance personnel at Jacksonville Army Aviation Facility #1 to ensure maintenance personnel understand waste management and spill response procedures.
  • Complete trainings to maintain certifications and enhance job knowledge as required.
  • Maintain and review Army, federal, state, and local environmental regulations/policies pertinent to assigned environmental programs and perform additional duties as directed.
